Should this temporary vacancy be filled by a regular full-time employee, seniority and benefits will continue in the normal manner and the regular employee will continue to maintain normal, full-time status for the duration of the appointment.

Job Description:

POSITION SUMMARY: Under the general supervision of the Supervisor Budgets & Capital Programs, organizes and supports the capital financial process for the Corporation. Key responsibilities include preparing, analyzing, maintaining and administering all capital expenditures and revenues for accuracy and validity.

MAJOR RESPONSIBILITIES:

  • Organizes and creates the Capital Work Breakdown Structure (WBS) and supports the capital financial process for the Department in compliance with policies and in adherence to approved budgets.
  • Liaises with departmental Directors, Managers, and Finance department to analyze funding source allocations.
  • Participates in developing procedures for the efficient management of capital expenditures. Interpret and apply policies and procedures including Public Sector Accounting Board (PSAB) standards using reasonable judgement to develop conclusions and/or solutions to problems.
  • Ensures capital expenses are posted accurately, completes journal entries, researches other funding source restrictions and maintains records for internal and external stakeholders.
  • Analyzes capital expenditures and infrastructure data to provide asset management information annually in compliance with the requirements of the Public Sector Accounting Board (PSAB).
  • Researches and identifies solutions to fund and reconcile capital projects for the completion of source-of-financing documents and Corporate Reports; appropriation changes, accrual documents, and other documents in order to reconcile capital accounts.
  • Performs accounts payable and accounts receivable procedures; including purchase requisitions, goods receipts, purchase orders, vendor payments, external customer invoices and reconciling deposits.
  • Processes data for construction projects and prepares progress payments according to the Construction Act and OPS Standards including reconciling holdbacks and liens on vendor accounts.
  • Maintains records and prepares statistical and information reports.
  • Assesses and determines costs for local improvements while adhering to the Local Improvement Act and attends the Court of Revisions.
  • Processes and reconciles all financial aspects of the Subdivision Agreement accounts, Development Agreements, Performance Guarantees and Deferred Services.
  • Provides functional or incidental guidance, training, support, in relation to WBS structure, capital projects and project systems throughout the Corporation.
  • Meets with external auditors and departmental personnel; prepares reports and analyses with respect to capital processes and year-end, adhering to legal and audit requirements.
  • Conducts SAP testing for upgrades; advises divisions of changes, upgrades, and new processes; liaises with Corporate IT and Finance to build programs and provide expertise in capital projects.
  • Performs such other related duties as may be assigned.

QUALIFICATIONS:

Education/Experience:

  • Degree in Business, Finance, Accounting or related discipline along with two years’ experience using a computer based accounting system with an emphasis on capital processes; or
  • Diploma in Business, Finance, Accounting or related discipline along with four years’ experience using computer based accounting systems with an emphasis on capital processes

Skills/Abilities:

  • Must have a working knowledge of civil construction materials and procedures
  • Must have demonstrated ability to manage time effectively and work independently under time constraints and changing deadlines
  • Must possess superior analytical, organizational and problem-solving abilities
  • Must be at a basic skill level in word processing and an intermediate skill level in spreadsheet software
  • Must possess excellent customer service skills together with the ability to be courteous and tactful in dealing with the public
  • Excellent interpersonal skills with a strong client focus in a team environment
  • Must be able to deal tactfully and courteously with internal and external customers

Assets:

  • Experience in municipal budget administration

CONDITION OF EMPLOYMENT:

  • Must undergo a successful Criminal Record and Judicial Matters Check (CRJMC)
