About the role
PACT (Pearson Accelerator Construction Team) is a General Partnership of Alberici, Amico, Kenaidan, and Obayashi, supported by design partners Egis, Mott MacDonald, and Weston Williamson + Partners. Together, we are delivering Accelerator, a major program of Pearson LIFT (Long-term Investment in Facilities and Terminals), Toronto Pearson's infrastructure development plan. This multi-year program is designed to address immediate passenger growth demands while preparing Canada’s largest airport for the future of air travel—including critical upgrades to airfield and infrastructure, greenhouse gas reduction initiatives, modernization of Terminals 1 and 3, and the creation of a world-class passenger experience.
The Senior Commercial Manager is responsible for leading the full commercial and financial management of a major sub-programme, typically with a value in excess of $1 billion CAD. The role provides leadership and oversight of the commercial function across the sub-program, ensuring robust commercial governance, effective cost control and strong financial performance. This position carries overall accountability for the commercial outcomes of the sub-programme, including risk management, procurement, estimating, cost management, financial reporting, and supply chain performance. Senior Commercial Managers are experienced industry professionals who bring a well-rounded commercial skill set developed through major infrastructure project delivery experience. They demonstrate strong commercial judgement, the ability to manage complex stakeholder relationships, and the leadership capability to develop large commercial teams. The role requires a deep understanding of the construction and infrastructure sector, strong negotiation capability, and the ability to adapt within complex project environments. A proven track record of building and managing high-performing commercial teams is essential. Professional chartership or working towards chartered status with a recognized professional body is desirable.
Responsibilities:
- Oversight of commercial activities related to the preparation and agreement of a sub-program Target Cost for Implementation Stage.
- Oversight of commercial activities related to supply chain procurement.
- Responsible for sub-program subcontract drafting and commercial negotiations with subcontractors.
- Responsible for sub-program supply chain and subcontract management (experience using NEC forms of contracts is desirable).
- Manage the preparation of monthly commercial performance reports (CVR’s).
- To be able to report and present the overall sub-program commercial performance to the client and Project Senior Leadership.
- Responsible for managing sub-program Change and interfacing with the client.
- Responsible for managing sub-program Risk – opportunities and threats.
- Management of disallowed cost.

- Strong negotiation, leadership, and interpersonal skills, with the ability to effectively influence stakeholders and drive outcomes through others.
- Proven ability to develop team capability through mentoring, coaching, and supporting the professional growth of both direct reports and the wider commercial team.
- Demonstrated ability to manage competing priorities and deliver high-quality outputs within tight deadlines, including effective delegation and efficient working practices.
- Excellent communication and stakeholder management skills, with the ability to engage confidently with both internal and external stakeholders.
- A resilient and determined approach, with a clear focus on achieving successful project outcomes.
- Highly organized and proactive, with extensive experience delivering commercial leadership on large-scale infrastructure projects for main contractors.
- Experience leading the consolidation of project cost information and driving value optimization across major projects or complex programmes.
Qualifications:
- BSc or MSc in Quantity Surveying or experience equivalent.
- Chartered status with a recognized professional body is desirable.
