ABOUT THE ROLE
Reporting to the Manager, Applications and Solutions Support, DCX, is responsible for managing the delivery of technology projects and managing system support for the Department, including project management; leading the effective and continuous operations of technology systems that support the delivery of mandated services by the Department in consultation with the Province and other partners; supporting the development of Branch applications; managing Department technology risk and security functions; and implementing user support services, policies, procedures and processes; and managing staff in the delivery of technology program and projects and system support, in collaboration with corporate partners.
WHAT YOU WILL BE DOING
- Coordinates implementation programs and consultant activities necessary to achieve the requirements of the Department Technology and System Support projects.
- Develops and implements long term strategies for development, maintenance and support of (100+) technology systems including the Department’s operation of federal and provincial applications.
- Works closely with external partners in the delivery of technology solutions, including local hospitals, schools, other levels of government, public health units, paramedic services, and long-term care providers, and partner service providers.
- Analyses Department technology and system support needs required for design, development and implementation of initiatives to provide cost effective solutions.
- Manages coordination of user requirements, system design, prototypes and documentation and the modification and implementation of systems.
- Manages the development and documentation of business rules, technical and functional specifications and standards.
- Analyses user requirements, generates alternative approaches to information systems design, assesses impact of technology projects and system support on existing processes and procedures, prepares system prototypes for user consultation, and contributes to the design, development, testing, modification, documentation and implementation of systems.
- Provides guidance to staff on project issues and monitors project schedules and budgets; directs and monitors the implementation of technology related projects and support work.

Assists Municipal, Provincial and Federal auditors, with risk and security audits, as required.

Assists the Manager in developing annual business/work plans and in developing service plans and staffing proposals.

Monitors and controls operational and capital budgets for the program.

Supervises staff, including recruitment, selection, hiring, scheduling, assigning and monitoring work, determining training and development needs, coaching and mentoring, conducting performance appraisals and determining/recommending disciplinary action up to and including dismissal in accordance with collective agreements, Regional policies and practices.
WHAT WE ARE LOOKING FOR
- Successful completion of a University Degree in Computer Science or Computer Engineering or approved equivalent combination of education and experience.
- Minimum three (3) years’ experience in providing technology project and portfolio management, systems support, project management and implementation support, facilitation, business process re-engineering, business planning and financial management activities, and demonstrated supervisory or leadership experience.
- Experience in managing technology related assets including report writing, hardware and networking design and support.
- Experience in developing business plans and budgets for technology projects and systems support, and developing technology plans and architecture.
- Knowledge of project and portfolio management, tools and methodologies; ability to apply project management methodologies to assist staff with information systems projects and programs.
- Demonstrated knowledge of relevant regulations, guidelines, procedures, standards and legislation.
- Leadership competencies including operating strategically, leveraging diversity and differences, customer focused, ensuring accountability, managing complex problems, financial management, employing interactive and effective communication, fostering collaborative relationships, cultivating engagement to drive vision and purpose, managing and developing talent, establishing and maintaining trust, displaying self-awareness, and demonstrating resiliency.
