About You / What We Are Looking For
The City of Coquitlam is seeking a dynamic and strategic leader with a strong background in assessing and managing governance risk, designing and implementing programs to assess the effectiveness of internal controls, and promoting efficient and effective business processes and system design. This is a unique opportunity for a forward-thinking professional to help shape the future of our City by implementing programs to review, monitor and update the City’s internal control framework with a goal of mitigating corporate risk, preventing transactional errors, reducing financial or non-financial risks, promoting operational efficiencies and upholding the integrity of the City’s overall governance and performance.
Reporting directly to the Deputy Chief Administrative Officer (DCAO), this role will lead the application of the internal control element of the City’s Budget and Resource Evaluation Framework. The successful candidate will act as a key connector across the organization - championing effective financial and resource management, advancing policy and process development, ensuring adequate internal controls and aligning operations with best practices. The Manager, Business and Innovation directly supervises a Strategic Analyst and leads and participates in a variety of interdepartmental project teams.
Other key responsibilities include:

Support divisions within the DCAO portfolio with policy, strategy and process development.

Lead strategic initiatives, business planning, and performance reporting, including annual and trimester updates.

Manage operating and capital budgets, monitor expenditures, and approve procurement-related documentation.

Provide policy, budget, and strategic advice.
-
Champion interdepartmental collaboration, innovation, diversity, and continuous improvement.
-
Ensure program and service delivery aligns with organizational goals and community needs.
-
Represent the department on various internal and external committees, fostering strong partnerships.
-
Utilize technology and data to improve service efficiency and customer experience.
-
Anticipate municipal trends and proactively support Council priorities.
Minimum Qualifications
-
Bachelor’s degree in Business Administration, Public Administration, Finance, or a related field.
-
Proven leadership experience in a municipal or public-sector setting, preferably in finance, internal audit, risk management, corporate governance and/or strategic and business planning.
-
Strong knowledge of local government corporate, budgeting, strategic planning, and policy development.
-
Demonstrated ability to lead teams, manage complex projects, and communicate effectively with diverse stakeholders.
-
Strong political acumen and the ability to navigate multi-stakeholder environments with diplomacy and integrity.
-
A minimum of 7 years of progressive related management and senior level experience.
Preferred Qualifications
- A professional designation such as a Chartered Professional Accountant, Certified Internal Auditor or Masters Business Administration or Public Administration
- Experience in municipal or a regional government setting would be a considerable asset.
What We Offer:
This excluded position has an annual salary range of $168,338 - $189,357. The rate of pay is based on a variety of factors including qualifications, knowledge, experience and skills.

Additionally, there is an opportunity to participate in an earned day off/flex day program. This position is based in Coquitlam with some flexible, hybrid work options available.
