Job Type: Full-time, permanent

Hours of Work: Monday – Friday, 8:00 am – 4:00 pm, occasional weekends

Reporting to: Director of Infrastructure

Department: Infrastructure

Wage: AFOA-aligned salary range commensurate with experience

The Utilities Supervisor is responsible for the supervision, coordination, and delivery of Skeetchestn Indian Band’s utility services and related capital and operational projects. This position provides technical leadership and operational oversight for water, wastewater, electrical, gas, HVAC, telecommunications, street lighting, and solar systems.

Working closely with the Director of Infrastructure, the Utilities Supervisor ensures utilities projects and ongoing operations are delivered safely, efficiently, and in compliance with bylaws, codes, regulatory requirements, and service benchmarks. This role is essential to building a strong, reliable utilities department that supports community growth, sustainability, and quality of life.

Key Responsibilities

Performs all duties and responsibilities in accordance with Skeetchestn Indian Band policies, practices, and procedures as directed by the Director of Infrastructure. Maintains confidentiality as required pertaining to students, members, employees, and general matters of SIB.

Utilities Operations & Maintenance

-Oversee the operation, repair, and maintenance of community utility systems, including:

  • -Water and wastewater -Electrical and street lighting -Gas and HVAC systems -Telecommunications -Solar and renewable energy systems -Lead and supervise utilities staff in daily operations, maintenance activities, and emergency response. -Ensure preventative maintenance programs are implemented and documented. -Respond to service issues and outages in a timely and coordinated manner.

Project Coordination & Cost Control

-Attend project meetings to ensure coordination of utilities services across capital and development projects. -Ensure utilities timing, sequencing, and integration are incorporated into project plans and construction schedules. -Track, record, and report project-related costs, including labour, materials, and contractor services. -Coordinate utilities work with contractors, engineers, consultants, and other agencies.

Supervision & Leadership

-Provide day-to-day supervision, direction, and mentorship to utilities staff. -Assign work, monitor performance, and ensure safe work practices. -Foster a positive, accountable, and team-oriented work environment. -Support workforce development, succession planning, and on-the-job training.

Compliance, Bylaws & Standards

-Ensure all utilities operations and projects comply with:

  • -Skeetchestn bylaws and policies -Applicable codes, standards, and regulations -Service delivery benchmarks and best practices -Support inspections, audits, and reporting requirements. -Maintain accurate operational and compliance records.

Training & Capacity Building

-Ensure required certifications, licenses, and training for utilities staff are current and up to date. -Identify training needs and support skills development for staff. -Promote safe work procedures and regulatory compliance.

Community & Stakeholder Relations

-Build positive working relationships with community members, contractors, agencies, and service providers. -Represent the Infrastructure Department professionally in meetings and site interactions. -Support mentorship, knowledge-sharing, and community capacity building. -Bring a positive, solutions-oriented mindset to department operations.

Other related duties as required.

Qualifications & Experience

Required

-Demonstrated experience working with multiple utility systems (water, wastewater, electrical, gas, HVAC, telecommunications, or renewable energy). -Minimum5–7 years**experience in utilities operations, construction, or infrastructure services. -Proven supervisory or foreman-level experience leading crews and coordinating work. -Strong knowledge of applicable bylaws, codes, safety regulations, and service standards. -Experience with budgeting, cost tracking, and coordination of projects. -Ability to read drawings, schedules, and technical documents.

Preferred / Assets

-Experience working withinFirst Nation or Indigenous communities**. -Trade certification(s) or relevant technical qualifications. -Experience coordinating utilities within capital infrastructure projects. -Familiarity with ISC-funded projects and reporting environments. -Strong understanding of preventative maintenance programs.

Working Conditions

  • Combination of office, field, and site-based work.

  • On-call or emergency response may be required.
