Position Overview

The Manager Human Resources plays a key role in advancing organizational strategic priorities and operational excellence. This position is responsible for the design, delivery, and administration of efficient, fiscally responsible, and high-impact human resource programs, systems, and services that support the attraction, development, engagement, and retention of a high-performing workforce.

The Manager Human Resources is a collaborative partner in strengthening and enhancing the full portfolio of corporate Human Resources functions. This includes Human Resources Administration, Workforce Planning, Learning and Development, Health Benefits, Safety and Wellness, as well as Employment and Labour Relations.

In addition, the incumbent will demonstrate continuous improvement through strong partnerships and advisory support, ensuring HR services remain responsive, aligned, and value-driven while fostering a culture of inclusion and demonstrating leadership, innovation, and a proactive approach to employee and organizational support.

Key Responsibilities

Workforce Planning

Leads and manages recruitment and selection processes for all unionized employees as well as for management and non-union groups. Collaborate with colleagues on promoting reward and recognition systems. Supports Performance Evaluation and review for all employee groups. Develops and implements measures of effectiveness for all Human Resource program services.

Benefits and Wellness

Collaborate with Human Resources colleagues and managers from every Service Area in developing, implementing and overseeing programs that build organizational effectiveness in disability management, workers’ compensation, and Employee and Family Assistance Program (EFAP). Collaborate in program development and delivery of the Corporate Wellness Program. Provide oversight, assistance and direction for group benefits plan administration. Collaborate with colleagues to promote health and safety.

Learning & Development

Delivery of core HR programs to managers on an established annual schedule that are aligned with organizational needs. Coordinate and facilitate departmental employee performance appraisal discussions with the management team annually (or more frequently as required). Coordinate and facilitate periodic departmental discussions on employee attendance. Consult with Managers on learning opportunities specific to the needs of their team members. Delivery or facilitation of delivery of elective HR programs to teams, as requested. Support the design of new HR programs and customize existing programs to meet the needs of team(s). Establish metrics to evaluate the effectiveness of the programs delivered. Follow up with Managers to plan for next steps in advancing their team’s growth.

Essential Qualifications

Certification: Chartered Professional in Human Resources (CPHR) designation is desirable.

Experience: A minimum of 5-7 years’ progressive experience in a broad spectrum of Human Resources management functions.

Education: University graduation from a recognized degree program in Human Resource Management. A combination of education and experience may be considered.

The successful applicant may be eligible to participate in a Flexible Time Options Program which includes the option of working a 4 or 5-day work week, subject to business requirements.
