**Job Summary:**As a member of the Faculty of Health Sciences senior leadership team, the Director of Planning and Operations (DPO) provides guidance and support in the administrative, operational, and financial aspects of the Faculty. In collaboration with the Dean, Associate/Assistant Deans, and Program Directors, they ensure the successful operational and financial functions of the Faculty of Health Sciences while supporting broader initiatives targeting efficiency and improvement across the academic units.
Nature of work: This is a full-time continuing position reporting to the Dean of Health Sciences. While this role is primarily in-person, administrators in the Faculty of Health Sciences department have the opportunity to pursue a hybrid in-person/remote work arrangement via Ontario Tech University’s Flexible Workspace Program with the support of their direct manager.
Responsibilities/accountabilities:
- Provide guidance, risk assessment, and support to the Faculty’s senior leadership team
- Deliver additional analyses, reports, and recommendations as needed
- Manage the Faculty’s annual and long-term financial planning, budgeting, and forecasting to ensure priorities and operations align with the expected enrolment, planned curriculum, and other initiatives
- Monitor its $18M direct operating budget – supporting $30M in tuition and Ministry revenue – and manage its related financial operations and reporting
- Analyze and promote Program and Faculty fiscal sustainability using central administrative and Faculty-developed models
- Serve as the Faculty’s initial signing officer for employment contracts, procurement, contract administration, and expenses
- Oversee ongoing operational functions, including space, asset management, and capital needs. Serve as the main point of contact for emergency situations requiring Faculty consultation (including after hours)
- Ensure that the Faculty’s administrative processes and approaches are in compliance with the University’s multiple collective agreements
- Assist the Dean and senior administration on Human Resource management matters related to the Faculty
- Act as a Faculty lead in the development, implementation, and/or compliance of policies and procedures, collective agreements, and systems and processes, whether local, University-wide, or external
- Provide advice and guidance in their interpretation, acting to resolve issues and concerns as needed
- Liaise with University partners or external resources. Represent the Faculty in working groups and on committees
- Advocate for the best interests of the Faculty and its Programs
- Support Programs as needed in the development of program proposals, interim reviews, accreditation, etc., especially from a resourcing and operational content perspective
- Manage direct support staff with emphasis on Faculty services, such as the preparation of employment contracts, review of expenses, and assignment of space and assets
- Provide guidance and mentorship as needed to indirect staff (laboratory technicians, support staff) in the Faculty
- Collaborate with other DPOs, the Associate Vice-President of Planning and Analysis, and others as needed to refine policies and procedures affecting all Faculties with the aim of improving efficiency, student experience, or other applicable metrics
- All other duties as assigned by the Dean
Required Skills:
- Thorough knowledge of business and management principles with demonstrated strategic planning abilities and political acumen
- Financial expertise is a must
- Demonstrated ability to work cooperatively in a dynamic and challenging environment that fosters teamwork and collegiality
- Excellent interpersonal and leadership skills with the ability to engage and secure support, commitment, and results from a wide range of stakeholders
- Ability to develop, implement, and manage objectives under competing priorities and defined timelines alongside the ability to reassess and adapt quickly to changing situations or problem-solve emerging issues
- Capacity to sustain a professional demeanor in all aspects of the role, even when working under the pressure of multiple and complex demands
- Highly developed logical and analytical aptitudes coupled with demonstrable initiative and problem-solving skills
- Strong computer skills with high level proficiency in ERP systems, databases, and Microsoft Office (or equivalent)
- Ability to adapt to new software and technology
Required Education:
- Completion of a four (4) year University degree in Business/Finance/Accounting or the equivalent combination in education and experience
- Verification of Academic credentials may be required
Required Experience:
- Five (5) to seven (7) years of progressive, significant, and varied administrative experience, preferably within a post-secondary or public sector environment. Involvement within a Faculty or School unit would be ideal
- Experience in overseeing a significant administrative portfolio in finance, human resources, space management, facility operation, and services and academic scheduling
- Well-versed in understanding and interpreting policies and procedures, collective agreements, agreements, legislative requirements, and other such documents
- Experience researching, analyzing, making recommendations, and providing risk assessments and options
- Proficient in the financial planning, development, management, and review/analysis of large budgets and forecasts, including financial modelling
- Involvement in leading and managing staff, preferably in a unionized environment. Proven experience in creating a positive working environment
- Experience liaising with senior administrators and responding to and handling matters of a complex, sensitive, and confidential nature
