Manager of Emergency Programs (Fire Services)

(Exempt, Full-time, Regular)

The City of Pitt Meadows is hiring a Manager of Emergency Programs to develop and coordinate essential emergency response programs to our community. Reporting to the Fire Chief, this position is a key member of the City’s management team and is an integral role in serving Pitt Meadows during emergency events. They will manage and respond to the Emergency Operators Center (EOC) as well as overseeing the Emergency Support Services (ESS) to aid residents during natural and human-made disasters.

This is an Exempt position with a 75-hour biweekly schedule. Due to operational needs, this position may be required to respond after-hours or work outside of regular working hours. Please note that eligibility for our Earned Day Off program and Remote Work Arrangements will be determined after the probationary period.

KEY RESPONSIBILITIES
Emergency Management Services

  • Provides leadership and guidance across all City departments, ensuring a whole-of-organization approach to emergency management and business continuity.

  • Supports the Fire Chief in strategic planning and coordinating the overall emergency and disaster response planning.

  • Collaborates with the Chief Administrative Officer and Fire Chief as required in the event of emergency response plan activation to manage the coordination of impacts of an event; makes appropriate decisions to prevent or minimize personal injury and/or damage to personal and public property.

  • Responds to the Emergency Operations Centre (EOC) in the event of a major emergency or disaster and reports to the Director of the Emergency Operations Centre.

  • Manages the Emergency Preparedness Program to ensure the maintenance, assets, product shelf life, advancement in equipment and communications supplies are in operational readiness at all times.

  • Represents the City and the Emergency Preparedness Program while building and maintaining collaborative relationships at meetings with levels of government, City Council, community groups and volunteer organizations.

  • Researches, evaluates and recommends best practices using innovative approaches from other municipalities and jurisdictions.

Personnel Management and Community Leadership

  • Recruits, trains and supervises multi-disciplinary teams of volunteers, citizens and municipal staff in program delivery and emergency preparedness.

  • Manages all aspects of the Emergency Support Services (ESS) for the City.

  • Manages the coordination, training and procurement needs including the Policy Group, Emergency Operations Centre, Field Emergency Response, Emergency Shelter & Accommodation, and Amateur Radio.

  • Promotes and develops public knowledge, skills, awareness and enthusiasm by organizing special events such as Emergency Preparedness Week.

  • Provides guidance, coaching, and recognition necessary to motivate departmental staff to work at their highest levels of performance.

  • Ensures that quality assurance processes are in place including probationary evaluations, performance development reviews, etc.

Logistical Support

  • Assists in the preparation of the Emergency Program budget, making budgetary decisions in relation to Emergency Management program, while preparing and processing the annual emergency program budget.

  • Applies for and manages provincial and federal grants.

  • Assists in composing and editing reports to Council as directed.

  • Participates in the development and implementation of comprehensive training programs and curriculum.

  • Develops, reviews and interprets departmental policies, procedures and plans for all aspects of emergency management to ensure compliance with applicable bylaws and relevant legislation.

  • Acts as representative for various Committees as directed by the Fire Chief, including the Regional Emergency Planning Committee for Metro Vancouver.

  • Contributes to the corporate health of the City by serving on a variety of internal committees and project teams.

REQUIRED KNOWLEDGE AND COMPETENCIES

  • Considerable knowledge of Emergency Program planning, working knowledge of Emergency Management BC and the Emergency Program Act, and working knowledge of Emergency Preparedness Canada and the Federal regulations associated with emergency planning and emergency response.

  • Ability to prepare and present programs, plans and reports to a diverse audience.

  • Ability to effectively manage volunteers.

  • Ability to establish and maintain cooperative working relationships with civic staff at all levels and officials from provincial and local community agencies and organizations and Emergency Preparedness volunteers.

  • Ability to compose correspondence, prepare reports and related material independently.

  • Ability to establish and maintain effective working relationships with City of Pitt Meadows employees including senior staff and the general public – supplying information and giving assistance within defined limits.

  • Ability to organize and coordinate a central filing system for a variety of documents, materials, correspondence, bylaws, reports and other documents in accordance with the City’s Corporate Records Management system.

  • Ability to work independently with minimal supervision and effectively work under pressure.

REQUIRED TRAINING, EDUCATION AND EXPERIENCE

  • Completion of diploma or degree plus certificate in Emergency Management.

  • Minimum 5 years related experience, including: E.O.C activation experience, experience coordinating staff training and supervisory experience. Or an equivalent combination of training and work experience.

  • Experience with Emergency Support Services and volunteer management

  • Extensive knowledge of the operations and management of emergency and disaster management structures.

  • Several years of experience in an increasingly senior support role.

  • Excellent oral and written communication and interpersonal skills, conflict resolution, team-building and leadership are essential.

  • Detailed knowledge of applicable municipal, provincial and federal laws and regulations.

REQUIRED LICENSES, CERTIFICATES AND REGISTRATIONS

  • Valid Class 5 driver’s license for the Province of British Columbia (Acceptable annual drivers abstract record).

  • Enhanced criminal record check every 3-5 years.
