Position Overview We are seeking a dynamic and experienced Project Specialist to join our Contract Management Team, supporting the implementation of new government business initiatives and strategic internal projects. This role requires close collaboration with external government clients and cross-functional internal teams to ensure the successful delivery of project objectives and contract modifications with excellence, precision, and accountability.

Key Responsibilities

  • Collaborate closely with Project Managers, Technology and Business teams to ensure the successful implementation of new or evolving government programs, meeting all operational and contractual requirements.
  • Serve as the primary liaison between government clients, IT, and internal project teams to facilitate effective communication and alignment.
  • Develop and maintain comprehensive project documentation, including change requests, pricing models, proposals, amendments, schedules, status reports, and implementation plans.
  • Proactively manage project scope, risks, issues, and changes to ensure timely, compliant, and high-quality delivery.
  • Maintain consistent and effective stakeholder communication through regular updates, meetings, and reporting.
  • Lead internal and external project meetings, including preparation of agendas, meeting minutes, and tracking of action items.
  • Provide project status updates and change request reporting to senior leadership.
  • Support project invoicing and monitor budgets to ensure financial accountability.
  • Collaborate with operational units across Medavie Blue Cross to ensure strategic alignment and seamless execution.
  • Deliver a high-quality client experience focused on timeliness, accuracy, and strong project management principles.
  • Lead and continuously enhance end-to-end project and implementation processes by applying industry best practices.
  • Support business development activities including RFPs, RFQs, and RFIs.
  • Ensure compliance with all contractual requirements throughout the project lifecycle.

Qualifications

  • Post-secondary education in Business Administration, Project Management, Change Management, or a related discipline.
  • PMP certification or equivalent is considered a strong asset.
  • Deep understanding of project management methodologies, tools, and best practices.

Professional Experience

  • Project Delivery: Minimum of 5 years of project experience, preferably in government or healthcare-related environments.
  • Government Program Delivery: Demonstrated success in implementing complex government initiatives with cross-functional coordination.
  • Client-Facing Projects: Experience in stakeholder engagement, requirements gathering, and solution delivery.
  • Change & Implementation Management: Proven ability to manage scope changes and operational readiness throughout the project lifecycle.
  • Cross-Functional Collaboration: Experience working with diverse teams including IT, operations, client services, and compliance.
  • Process Improvement: Track record of identifying and implementing process enhancements to improve outcomes and client satisfaction.

Security Clearance Requirement: In conjunction with our contract with the Federal Government, you will be required to have Reliability Status Clearance (Enhanced Level B). This includes Fingerprinting, Criminal Record Check, Credit Check and you must have resided in Canada for at least 5 years and hold Permanent Resident or Citizenship Status.
