Job Description:
Individual Role Accountabilities and Decision Authorities / Breadth, Depth & Scope :
Program Governance and Oversight :
- Provide central oversight and governance of the Canada KYC Program, including high-risk customer segments.
- Run the KYC Program Sub-Committee, ensuring effective communication and decision-making across stakeholders.
- Define and manage the governance model to ensure the sustainability of the KYC Program.
- Own KYC Program Risk for the Canadian banking organization, ensuring alignment with enterprise risk appetite and policies.
Policy Development and Compliance :
- Develop, maintain, and update KYC policies and standards to align with Canadian regulations (PCMLTFA, FINTRAC, OSFI) and organizational AML frameworks, while ensuring compatibility with U.S. requirements (BSA/AML, OFAC) for cross-border operations.
- Liaise with the central policy team to implement KYC policies and standards in Canada.
- Support first and second line partners with interpretation of KYC requirements, review policy exception requests, and escalate compliance matters as needed.
- Impact policies and procedures that define the criteria for customer acceptance based on the bank's risk appetite.
Risk and Issues Management :
- Monitor and assess the effectiveness of KYC controls, facilitating quality assurance processes and providing credible challenge.
- Track and manage program risks and issues, partnering with the first line of defense to gather data and inform risk and governance decisions.
- Monitor adherence to KYC policies and standards across the first and second lines of defense.
Stakeholder Collaboration :
- Coordinate with business representatives and designated technology leads to align the KYC Program with other business functions.
- Collaborate with stakeholders to ensure KYC requirements are met for U.S. jurisdictions in alignment with enterprise standards.
- Maintain communication lines between the business and AML teams to ensure seamless integration of KYC processes.
- Engage in direct communication with customers on AML-related topics as needed.
Regulatory and Audit Support :
- Own interactions with Canadian regulatory authorities (e.g., FINTRAC, OSFI) regarding KYC Program Risk.
- Support audits and monitoring of regulatory exams, collaborating with internal audit and compliance teams to ensure KYC policies meet internal and external review standards.
- Provide KYC subject matter expertise during regulatory exams and audits.
Training and Guidance :
- Provide KYC subject matter expertise to bank-wide training programs.
- Support the development and implementation of training, procedures, and guidance materials related to KYC policies and standards.
Reporting and Metrics :
- Develop and track key performance indicators (KPIs) to measure the overall health of the KYC Program.
- Compile and deliver comprehensive reports on program performance and compliance to stakeholders.
Team Management :
- Directly manage a team of risk managers dedicated to KYC program risk and governance.
- Foster a culture of compliance and collaboration within the team.
Skills, Education & Experience:
Education : Bachelor’s degree in Business, Finance, Risk Management, or a related field. Advanced degree or certifications (e.g., CAMS, CRCM) preferred.
Experience :
- Minimum 7-10 years of experience in AML/KYC compliance, risk management, or financial crime prevention within a banking or financial institution.
- Proven experience with Canadian regulatory requirements (PCMLTFA, FINTRAC, OSFI) and familiarity with U.S. regulations (BSA/AML, OFAC).
- Experience managing teams and leading governance or compliance programs.
Skills :
- Strong understanding of KYC/AML frameworks and regulatory expectations in Canada and the U.S.
- Excellent leadership, communication, and stakeholder management skills.
- Ability to analyze complex data, assess risks, and develop actionable solutions.
- Proficiency in developing KPIs and reporting metrics for compliance programs.
- Strong collaboration and project management skills to align with business and technology functions.
- Regulatory Knowledge : Deep knowledge of Canadian AML regulations and familiarity with U.S. compliance frameworks.
- Technical Skills : Experience with KYC/AML systems and tools (e.g., SAS, Actimize, or similar) is an asset.
