Job Summary

About the BCLDB:

The BC Liquor Distribution Branch (LDB) is one of two branches of government that provide oversight for the beverage alcohol and non-medical cannabis industries in the province. The LDB is responsible for the wholesale distribution of liquor and cannabis, and operates the retails brands BCLIQUOR and BC Cannabis Stores.

The LDB is committed to government’s goals of making life better for people in B.C., improving services, and ensuring a sustainable province for future generations. LDB’s Information Technology (IT) team consists of 7 competency areas: Customer Experience, Infrastructure & Operations (I&O), Information Security, Enterprise Architecture, Software Services, Data Services, and IT Program Governance. Currently 4 divisions managed by IT Directors collectively are responsible for all of the 7 competency areas to deliver the IT mandate of supporting LDB’s corporate and business operations and enabling future needs and initiatives.

At present, the IT team consists of more than 260 full-time employees and includes a sourcing strategy to leverage external expertise to ensure the integrated IT team continues to deliver LDB’s strategic initiatives timely and in high quality.

IT department of the LDB is responsible for the entire computing infrastructure for all of the 230+ BC Liquor Stores, BC Cannabis Stores as well as LDB’s head office in Burnaby and 4 Warehouse/Distribution Centres including Delta, Kamloops, Richmond, and Victoria. IT department also manages three data centres located in Burnaby, Delta and Kamloops

About this role:

Reporting to the IT Director, Software Services, the Senior Manager, Development is a key member of the Software Services leadership team and is responsible for providing strategic direction and leadership for all development and database administration for corporate and business applications across liquor and cannabis retail and wholesale.

The Senior Manager is focused on driving innovation, implementing governance frameworks, and overseeing systems development while ensuring alignment with the organization's objectives. Key areas of responsibility include DevSecOps, Cloud Technologies (Azure), Oracle Service Bus (OSB), Automation, AI/Machine Learning, and Database Management. The role also emphasizes governance, security, and strategic oversight of development and database operations.

The successful candidate must have the ability to travel within the Province of British Columbia and work at remote locations such as distribution centers as required.

Position requirements:

Education and Experience:

Degree in computer science or a related field with six (6) years of recent, related experience*

OR

An equivalent combination of education and experience may be considered, i.e., diploma, certificate or formal coursework in computer science or related filed with eight (8) years of recent, related experience*

  • Recent, related experience must have occurred in the last 10 years and must include the following:

  • Experience leading both development and database administration (DBA) teams, with a strong focus on development, security, and operations (DevSecOps), Cloud Technologies (Azure), and automation.

  • Experience in managing complex projects that involve development and database operations, ensuring secure and efficient delivery of software and data solutions.

  • Experience with Oracle Service Bus (OSB) and Azure Cloud Architecture for both applications and databases.

Preference may be given to those candidates with any of the following:

  • Experience in successfully delivering large-scale Enterprise Resource Planning (ERP) projects.
  • Experience in integrating artificial intelligence/machine learning (AI/ML) technologies to drive innovation and enhance development and database processes.
  • Experience in a wholesale and/or retail environment.
