The Opportunity

At Infrastructure Ontario, our people are how we deliver on a mandate that touches every corner of the province. We're looking for a People and Culture Business Partner who can sit shoulder-to-shoulder with our business leaders, understand what they're trying to accomplish, and translate that into a people strategy that moves the needle.

This is a role for an experienced HR professional who thrives close to the business. You'll bring an independent point of view to leadership conversations, balance data with judgment, and help shape how IO grows, develops, and retains the talent behind Ontario's most important public infrastructure projects.

What You Will Do

Reporting to the VP, People and Culture, you'll act as the strategic P&C advisor and embedded partner to assigned client groups, building credibility with leaders, anticipating what's coming, and connecting business strategy to talent outcomes.

  • Build trusted partnerships with leaders, developing a genuine understanding of their goals, operating models, and workforce challenges, and proactively surfacing emerging needs and opportunities.
  • Represent the client voice within P&C and translate broader P&C strategy into plans that make sense for the business.
  • Drive strategic talent conversations including succession planning, talent reviews, and high-potential identification, bringing an evidence-based point of view and the confidence to constructively challenge thinking.
  • Partner with leaders on workforce planning, turning business strategy into future capability requirements and proactively closing gaps.
  • Align with Talent Acquisition on hiring priorities, and partner with L&D to diagnose capability needs and commission targeted development solutions.
  • Coach leaders through employee relations matters in real time, building their capability while ensuring fairness and consistency.
  • Partner with leaders to design team structures, roles, and ways of working that enable strategy execution and clarify accountabilities.
  • Lead the people dimension of change initiatives, driving adoption and minimizing disruption through strong stakeholder engagement.
  • Provide data-informed guidance on compensation, performance, and total rewards decisions, ensuring alignment with IO's frameworks while advocating for fair outcomes.
  • Use people data and analytics to generate insights on workforce health, trends, and risks, and translate engagement data into meaningful action that strengthens trust, inclusion, and engagement.

Who You Are

You're a seasoned HR Business Partner who's earned your seat at the table. You read the business quickly, know when to coach and when to push back, and understand that great talent strategy is built on relationships, evidence, and follow-through.

  • Progressive HR experience, with at least 3–5 years as a business partner supporting complex, multi-layered client groups in a fast-paced environment.
  • Deep familiarity with Ontario employment legislation, applied practically and confidently in day-to-day advisory work.
  • Proven track record owning senior stakeholder relationships at the Director and VP level, with experience leading talent management cycles, workforce planning, and organizational change.
  • Breadth across HR disciplines (talent acquisition, L&D, total rewards, and employee relations) with the ability to integrate them into a cohesive people strategy.
  • Strong business acumen and skill at using people analytics and HRIS tools to inform strategy and influence decisions.
  • Confident facilitator and communicator who can influence at the executive level and offer an independent point of view while remaining collaborative.
  • Resilient and adaptable in ambiguity, with a coaching mindset invested in building the capability of the leaders you support.

We offer a competitive salary range of: $102,000 to $147,100 with a corresponding Job Level of P5

Pay will align with skills, knowledge and experience of the candidate.
