Human Resources Officer (1.0 FTE Permanent)

Reporting to the Manager of Employee Services, the Human Resources Officer is responsible for ensuring the seamless administration of the Board’s workforce by providing expert guidance on collective agreements, labor relations, and employment legislation. The role is responsible for overseeing the full employee lifecycle—from coordinating recruitment and onboarding to managing salary administration and HRIS data entry—while serving as a strategic partner in conflict resolution, disciplinary matters, and grievance processes. Ultimately, this position ensures that all staffing functions are executed with a high level of customer service and remain strictly compliant with union contracts, Board policies, and statutory requirements.

Key Responsibilities:

  • Responsible for ensuring compliance with the staffing provisions and timelines set out in the collective agreements, terms and conditions of employment, and Board policies;
  • Provides direction and support to school administrators and hiring managers on matters relating to staffing and recruiting including the staffing processes for assigned employee groups, compliance with the collective agreements and terms and conditions of employment, and best-practices regarding recruitment and selection;
  • Under the requirements of Board Collective Agreements advise and direct the internal and external recruitment of academic and non-academic staffing;
  • Create essential recruitment tools, including short-list criteria, interview questions, scoring rubrics and reference check protocols;
  • Lead end-to-end selection process by organizing interview teams, conducting evaluations and reference checks, and managing candidate communication and debriefs;
  • Prepare documentation for payroll purposes for all salary administration according to applicable handbooks, collective agreement and legislation (by way of example QECO, statement of teaching experiences, grid step increase, unpaid leaves, etc);
  • Administer/arrange long-term occasional positions: consultation with Principal(s), preparation of salary information/payroll documents;
  • Monitor employee groups taking part in unpaid leaves of absences/sick leave/secondments/statutory leaves/Deferred Salary Leaves;
  • Prepare position job postings, consult with/assist Principals in identification of successful candidate;
  • Monitor the staffing process throughout the year to ensure conformity with Board policy, legislation and collective agreement language (i.e. evaluations, transfers, leaves of absence, returns from leave, seniority lists, resignations/retirements);
  • Script, or approve for final copy, the documentation relating to staffing issues which arise throughout the year;
  • Develop strategic plans with mangers/supervisors & superintendents to proactively meet staffing needs;
  • Assist with contract negotiations, including but not limited to preparation for, participation in and ratification of collective agreements;
  • Application of collective agreements including: contract interpretation & advisory, issue investigation & analysis, conflict resolution & meeting leadership, documentation & risk management;
  • Participates as a member of the interview teams when required during selection processes

Qualifications:

The preferred candidate will possess a University Degree or College Diploma in Human Resources , with 1 - 3 years of progressive experience in Human Resources which is complemented with proficiency with Microsoft Office, Google Docs and proven analytical, problem-solving skills, excellent organizational and presentation skills. A CHRP or CHRL designation will be considered an asset.
