The Opportunity

The Legislative and Court Services Department is comprised of three branches; Legislative Services (which includes Council Secretariat, Corporate Mail and Print Services, Vital Statistics and Access and Privacy Services), Court Services (which is responsible for the administration of justice within two court service areas in compliance with the Provincial Offences Act, the Memorandum of Understanding and Inter-municipal Service Agreements) and Enforcement Services which is responsible for administering and enforcing several municipal by-laws including but not limited to regulations related to the parking of vehicles, pet controls, property maintenance, business licensing, and sign placement).

Under the general guidance and direction of the Director of Legislative and Court Services (City Clerk), the Deputy City Clerk/ Manager of Legislative Services is responsible for providing leadership to the Legislative Services Branch including the general and financial management and day-to-day administration. Key responsibilities include recording of Council/Committee meetings and/or oversees the provision of Council secretariat and administrative support functions and associated records management, prepares reports/ recommendations/by-laws and attends Council, Committee and other public meetings, makes presentations and provides advice and guidance, consults with members of Council on meeting procedures, motions, resolutions, coordination of reference and advisory committee agendas, meetings and reports and handling of complaints. This position is also responsible for the council approved and corporate policy repository, ensuring they are up-to-date and reviewed regularly. In addition to overseeing the above noted services, this position is responsible for participating in all facets of the Municipal Election.

Education(degree/diploma/certifications)

  • Four (4) year University Degree in Public Administration, Law, Local Government or a related discipline
  • Completion or eligibility to complete the four courses of the Municipal Administration Program though AMCTO

Experience

  • Six (6) years of experience performing duties related to the above mentioned major responsibilities, including demonstrated leadership/supervisory experience

Knowledge/Skill/Ability

  • Thorough knowledge of the following legislation, regulations, or requirements:
    • Municipal Act, including the Lobbyist Registry Framework
    • Municipal Freedom of Information and Protection of Privacy Act
    • Occupational Health and Safety Act
    • Municipal Elections Act
    • Vital Statistics Act
  • Demonstrated Ability to:
    • interact effectively and courteously with all levels of staff and contacts in a political and community/client service environment; develop, promote, and maintain relationships with internal and external stakeholder
    • exercise discretion and judgment in order to make sound decisions under tight timelines or while managing multiple or conflicting priorities
    • implement new initiatives or adapt existing section initiatives to meet the needs of the branch, department, division, and corporate goals, objectives, and initiatives
    • interpret and analyze data; identify challenges or opportunities; and make recommendations; interpret and apply policies and procedures and use reason and judgment to develop conclusions or solutions to problems
    • lead and coordinate simultaneous projects; build cohesive and motivated teams
    • perform in a manner which is consistent with corporate goals, vision, mission, and values
    • maintain confidentiality and ensure the security of private information in accordance with legislation and corporate policies

  • Advanced computer literacy using the following systems and software: Microsoft Office Suite (Access, Excel, Outlook, PowerPoint, and Word), Microsoft InfoPath, Microsoft Publisher, Adobe Writer, database management, SAP, and SharePoint)
  • Availability to accommodate deadlines or peak period workloads that may extend beyond designated normal workday hours or normal hours per week

Other Important Information

**Location:**City Hall, 70 Collier Street, Barrie, Ontario

  • Please note that the City has aHybrid Work Program Policyin place that may allow a hybrid work arrangement of one (1) remote day per week for employees who meet eligibility requirements.

**Hours:**The normal hours of work are Monday to Friday from 8:30 a.m. to 4:30 p.m., 35 hours per week, with at least one night a week of overtime.

**Wage:**This a permanent full-time non-union position with the following pay level and 2025 pay range:

    • Pay Level: Level 14
    • Yearly Salary: $107,652.66 to $144,287.69
    • Hourly Pay Rate: $59.15 to 79.28
