Qualifications:

Essential:

  • Post-secondary education in Indigenous Studies, Law, or Public Administration, and/or an equivalent combination of education, training, and experience may be considered
  • Experience providing leadership and direction in the design and implementation of legislation, policies and programs
  • Experience translating strategic priorities into clear operational and business plans, and experience with strategic performance management and measurement systems (e.g. Key Performance Indicators, Balanced Scorecards)
  • Management experience with responsibility for human and financial resources
  • Extensive knowledge of Manitoba’s health care system, mandates and priorities
  • High level of political acumen demonstrated through experience providing strategic advice to senior leaders on complex topics and sensitive issues
  • Demonstrated ability to leverage opportunities for innovation, find creative solutions to issues, and successfully manage change
  • Strong interpersonal skills with experience in building relationship with internal and external partners, as it relates to health care and Indigenous communities
  • Strong verbal communication skills with experience managing internal and external stakeholder relationships
  • Superior written communication skills including experience developing and preparing original content such as policy development and analytical reports
  • Experience leading and managing transformative organizational change.

Duties:

The Executive Director is responsible to lead and manage the Indigenous Reconciliation Branch, provide advice and support to the Deputy Minister and Associate Deputy Minister. As a member of the department’s senior management team, the Executive Director is responsible for leading efforts in support of reconciliation across Manitoba Health, Seniors and Long-Term Care, building relationships with Indigenous governments and their health authorities as it relates to health system transformation and for departmental consultation on matters of interest to Indigenous peoples and their communities as it relates to the services provided by MHSLTC and the larger health system (Service Delivery Organizations). The Executive Director establishes, enhances and maintains positive relationships with Indigenous communities, Service Delivery Organizations (SDOs), including acting a liaison to the Provincial Lead of Indigenous Health at Shared Health to advance reconciliation and work underway to disrupt racism.
