The Community Services and Supports Division within the Department of Families is currently seeking qualified candidates for the position of Case Manager in Residential Care Licensing (RCL). As the licensing authority, RCL is responsible for the issuance and renewal of letters of approval and licences for adult residential care facilities in Manitoba. This is a preference competition. Duties:
This social services position is within the Centralized Services and Disability Support Branch of the Community Services and Supports Division. Reporting to the rural RCL Program Manager, the RCL Case Manager is the point of contact for the licensing process, primarily in the Western region, but may also include travel and responsibilities for licensing to communities in the Northern and Eastern Regions for both Community Living Disability Services (CLDS) and Mental Health (Regional Health Authority). The incumbent is responsible for reviewing and processing licensing applications and ensuring ongoing compliance with RCL Regulations. The incumbent is responsible for case management services to service providers that are receiving/delivering residential care services, building relationships with service partners, conducting licensing inspections and annual reviews, training and orienting service providers to RCL standards and policies and providing support and ongoing monitoring of residential care facilities. The incumbent must be able to work independently and as a member of an established service delivery team.

Qualifications:
Essential:
- Post secondary degree in Social Sciences (Bachelor of Social Work preferred) other combinations of education and experience may be considered.
- Case Management experience in a social service setting related to case planning, counselling, performing assessments (including risk assessments), crisis/protective services and service coordination. Other combinations of education and experience may be considered.
- Experience in crisis management and assessment of high-risk situations and supports required.
- Experience conducting assessments of new and existing residential resources.
- Experience developing and delivering training activities to various audiences.
- Effective interpersonal skills with the ability to work as part of a multi-disciplinary team and to establish working relationships with community partners.
- Ability to prioritize and organize workload demands with time sensitive deadlines.
- Effective verbal communication skills with the ability to communicate information to service delivery staff, service providers, supported individuals, and members of the public.
- Excellent written communication skills with the ability to create a variety of documents and reports for various audiences.
Desired:
- Knowledge of the Residential Care Facilities Licensing Regulation and Social Services Administration Act.
