Reporting to the Director, Policy, Planning and Communications, the Manager, Policy (Manager), develops, implements and evaluates policies and programs that align with the Community Services Department’s strategic priorities. This position ensures that policy frameworks meet legislative requirements, support community development initiatives, and reflect the evolving needs of Nunavummiut. The Manager provides expert advice to senior leadership, engages with stakeholders, and ensures that all policies promote equitable, inclusive, and sustainable outcomes.

The Manager Will Be Responsible For

  • Identifying policy needs, gaps, and opportunities within the Community Services (CS) portfolio to ensure alignment with governmental priorities and legislative requirements.
  • Ensuring policies are clearly articulated, supported by comprehensive frameworks, and effectively communicated to relevant stakeholders.
  • Conducting research and analysis to identify trends, challenges, and opportunities in the CS department.
  • Preparing reports, briefing notes, and recommendations for senior leadership and the Deputy Minister.
  • Developing and implementing metrics and evaluation frameworks to measure the impact and effectiveness of policies.
  • Developing annual individual employee work plans based on the department’s business plan and conducting regular performance reviews.
  • Promoting Inuit employment initiatives to achieve representative levels of employment.

The knowledge, skills, and abilities required for this job are usually obtained through a recognized university degree in Public Policy or Business Administration, Commerce, Economics or a related field, plus a minimum of three (3) years of experience in policy development implementation. One (1) year supervisory experience is also required.

The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Fluency in more than one of Nunavut’s official languages would be considered an asset. Knowledge of Inuit communities, culture, land,Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.
