About The Opportunity This is a newly created leadership role within a well-established non-profit housing organization in Ottawa. The Chief Operating Officer (COO) will play a key role on the senior leadership team and will be responsible for overseeing the day-to-day operations of a large residential housing portfolio.
The COO will ensure buildings are safe, well-maintained, compliant with legislation, and financially sustainable while delivering high-quality tenant services. This position will also help support the organization through a period of anticipated growth, operational improvements, and systems implementation to strengthen long-term asset management and service delivery.
Working closely with the Executive Director and senior leadership team, the COO will provide strategic and operational leadership across property management, facilities maintenance, tenant services, and compliance functions.
Duties include but are not limited to:
- Provide leadership and oversight for day-to-day operations across property management, tenant services, and facilities maintenance
- Lead operational teams to ensure consistent and high-quality service delivery across the housing portfolio
- Develop and implement operational strategies, policies, and procedures aligned with organizational goals
- Oversee lifecycle maintenance planning, capital repair planning, and operational budgeting
- Monitor operational performance, KPIs, and service standards while identifying opportunities for improvement
- Ensure compliance with applicable legislation including the Residential Tenancies Act, Ontario Fire Code, Building Code, and Occupational Health and Safety Act
- Collaborate with finance and capital projects teams to support capital planning and asset management initiatives
- Contribute to organizational strategy and provide operational insights to senior leadership and governance committees
- Support onboarding and integration of new properties or developments into the portfolio
- Foster a collaborative, inclusive, and high-performing culture while mentoring and developing operational staff
- Represent the organization with external stakeholders including partners, service providers, and sector organizations
About You The successful candidate will have the following:
- 7+ years of related experience, including leadership experience within residential property management or housing operations
- Minimum 3-5 years of experience leading operational teams within a property management or housing environment
- 4+ years of management and supervisory experience
- Strong understanding of residential property operations, tenant services, and facilities management
- Experience with operational budgeting, capital planning, and lifecycle asset management
- Knowledge of building systems such as HVAC, fire safety, elevators, plumbing, and electrical
- Familiarity with legislation related to residential housing including the Residential Tenancies Act, Ontario Fire Code, Building Code, and Occupational Health and Safety Act
- Experience supporting organizational strategy, operational planning, and change management initiatives
- Strong leadership, communication, and stakeholder management skills
- Proficiency with Office 365 and collaboration tools such as MS Teams
- Experience with property management systems such as Yardi Voyager considered an asset
- Knowledge of government housing programs and related legislation considered an asset
- Post-secondary degree in a related field
- Project management or related certifications considered an asset
- Valid Ontario G driver’s license and access to a reliable vehicle
- Ability to communicate in French considered an asset
