Manager, Accounting

The Real Estate and Development Branch is looking for a Manager, Accounting for an indeterminate position. The position is classified as a RÉ-06 (from $94,550 to $127,698 per annum).

JOB OVERVIEW
Oversees daily accounting operations, ensuring the accurate processing, reconciliation and verification of financial transactions, including expenditures (accounts payable) and revenues (accounts receivable). Coordinates the preparation and submission of financial statements and reports for internal and external teams, enforces compliance with financial policies, conducts quality control exercises and provides expert financial advice to client managers and staff.

Manages property-related accounting functions, including Property in Lieu of Taxes (PILT) and Common Area Maintenance (CAM) reconciliations, as well as project accounting, ensuring project expenses align with budgets and policies. Oversees communications with tenants regarding rent adjustments, payment reminders, defaults and other account or billing matters.

ESSENTIAL QUALIFICATIONS:
EDUCATION
A degree from a recognized university with specialization in Accounting, Finance, Business Administration, or Commerce, or an acceptable combination of education, training, and/or experience.

PROFESSIONAL DESIGNATION
A Chartered Professional Accountant (CPA) designation.

EXPERIENCE
Five (5) to eight (8) years of experience in general accounting.

KNOWLEDGE

  • Knowledge of Generally Accepted Accounting Principles and accounting best practices to ensure accurate financial reporting, compliance with regulatory frameworks and adherence to financial management practices.

  • Knowledge of financial policies and directives (e.g., Financial Administration Act, Directive on Delegation of Spending and Financial Authorities, and Policy on Financial Management to maintain expenditure controls, financial oversight and public sector accountability).

  • Knowledge of financial governance and risk mitigation frameworks to evaluate internal processes, identify vulnerabilities and implement safeguards that mitigate financial risks

  • Knowledge of financial systems and accounting software to manage and validate financial transactions and supervise daily accounting operations.

ABILITIES

  • Analytical skills to conduct financial analysis, interpret complex accounting data and provide strategic insights

  • Problem solving skills to address challenges related to daily accounting operations, and financial reporting and compliance

  • Communication skills to provide complex financial information to various interested parties and to lead a team of accounting professionals.

ASSET
Experience in real estate accounting and/or real estate accounting software.

CONDITIONS OF EMPLOYMENT

  • Possess or eligible to obtain Reliability security clearance.
  • Linguistic profile: Bilingual CBC.
  • Position is in the National Capital Region. The person selected for this position must reside within a commutable distance from the workplace.
