ACCOUNTING SPECIALIST (PERMANENT FULL-TIME) FINANCIAL SERVICES 12 MONTHS/YEAR – 35 HOURS/WEEK EFFECTIVE: IMMEDIATELY HOURLY RATE OF PAY: $35.68 - $37.38 About The Limestone District School Board The Limestone District School Board (LDSB) is situated on the traditional territories of the Anishinaabe and Haudenosaunee. Limestone schools serve more than 20,500 students in 55 schools and five alternative education centres covering a geographic area of 7,719 square kilometres across the City of Kingston, the Townships of Central Frontenac, North Frontenac, South Frontenac, Addington Highlands, Loyalist, Stone Mills, the Frontenac Islands and the Town of Greater Napanee.
Position Overview Reporting to the Assistant Manager of Financial Services, the Accounting Specialist provides financial software and policy and procedure training and support to Board and school staff and supports financial budget, reporting and analysis.
Qualifications & Skills Required
- Completion of a 3-year College Diploma in Business Administration (or equivalent) or a combination of equivalent education and 3 years' relevant experience
- Three or more years related work experience in a high volume fast paced accounting department, preferably with a medium to large public sector organization
- Demonstrated accounting knowledge to allow for, the understanding of the budget and reporting process in a computerized accounting system, month and year end procedures, account reconciliation, general ledger account coding within a large and complex chart of accounts, and audit processes.
- Effective customer service and collaborative skills
- Ability to work successfully in a team environment and independently
- Strong commitment to ensuring deadlines are maintained and achieved
- Demonstrated organizational, analytical and problem-solving skills
- Excellent attention to detail and keyboarding skills for keying large volumes of data
- Intermediate level of MS Excel, including but not limited to the use of formulas, sorting, filtering, reordering columns and formatting for report preparation
- Excellent written, verbal communication and interpersonal skills
Knowledge, Skills & Abilities
- Maintain accounting records, assist with preparation of monthly financial reconciliations, including bank and investment reconciliations.
- Review HST transactions, file monthly HST with the Canada Revenue Agency (CRA), and assist with tax research based on CRA policies
- Complete reconciliation between two financial systems regarding community use rentals
- Prepare and process, journal entries, budget transfers and budget load entries
- Responsible for verifying the accuracy and completeness of budget and expense transfers and journal entries
- Facilitate the issuance and provide administrative support for Board purchasing cards and fuel cards, ensuring compliance with established Board procedures.
- Assist in the Board's annual budget process by supporting Board and school staff with budget related issues/allocations, and completing various analysis, reports and uploads
- Assist with the performance of internal audits/reviews of school generated funds including school and school council funds
- Assist with training documentation, conduct training sessions, and offer support on financial software, policies, and procedures to Board and school staff.
- Maintain general ledger chart of accounts, reporting overlays and reporting access
- Provide general ledger account coding advice to ensure compliance with the Ministry of Education Uniform Code of Accounts
- Produce financial reports in the financial system or MS Excel to support variance reporting and analysis and the budget process
- Perform duties as required for the audit process, including month end, interim and year-end
- Provide general assistance to senior staff, managers, and employees by researching, gathering and analyzing financial data, producing reports, providing training and support regarding financial processes and communicating to employees, schools and departments as necessary
- Help identify and recommend improvements regarding systems, procedures and internal controls
- Assist with the periodic review of Administrative Procedures to ensure they reflect current practice.
- Other role-related projects and/or responsibilities, as required
