The ROLE

The Measurement Specialist plays a critical role in Performance Evaluation supporting the agency’s efforts to assess the performance through structured measurement practices of programs, projects and new implementations. This role is responsible for designing and implementing performance measurement frameworks/tools, developing indicators, analyzing outcomes, and providing actionable insights to support data-informed decision-making.

This is a newly created Contract Full Time role within the Clinical Strategy and Performance Excellence team until March 31, 2028.

RESPONSIBILTIES

Performance Evaluation & Measurement

  • Apply and maintain performance evaluation frameworks and measurement best practices to evaluate programs and implementations.
  • Apply measurement standards and techniques to develop evaluation questions, conduct data collection, apply logic models and conduct both quantitative and qualitative data analysis.
  • Support evidence-based recommendations through the application of performance evaluation methods and techniques.
  • Develop, deliver and provide implementation oversight for measurement tools based on program or model of care requirements.
  • Monitor the application of measurement tools and data collection practices for their effectiveness and quality assurance and adjust/enhance as required.

Indicator Development & Research

  • Collaborate with management, senior leadership and quality improvement teams to define meaningful and measurable performance indicators aligned with the agency’s strategy, goals and reporting requirements.
  • Develop both process and outcome indicators that reflect quality, effectiveness, efficiency, client safety and client experience.
  • Establish data definitions and inform data governance practices to ensure consistency, reliability and standard interpretation.
  • Conduct literature reviews, environmental scans and best practices research to inform indicator selection, program evaluation practices and the setting of benchmarks/targets/thresholds.

Analysis & Reporting

  • Conduct analyses to assess outcomes, adherence to required indicators, targets and overall impact.
  • Conduct special analysis projects to explore emerging questions, trends and opportunities for improvement.
  • Conduct comparative analysis to identify areas for improvement.
  • Translate complex data and analysis into actionable insights for operational, strategic or quality improvement purposes.
  • Develop and deliver reports using data storytelling best practices.

Quality Improvement

  • Apply quality improvement best practices to design, monitor and evaluate interventions or changes in service delivery.
  • Apply root cause analysis, process mapping and other analytical techniques to identify areas for improvement.

Project Management

  • Lead and coordinate 2 to 3 small/medium scale projects concurrently, ensuring that they are delivered on time and within scope.
  • Manage project planning, project timelines, stakeholder communications and training activities.
  • Facilitate project meetings, track milestones and proactively address risks or barriers with leadership consultation.

Stakeholder Engagement & Change Management

  • Engage internal stakeholders throughout the project lifecycle.

  • Facilitate Working Groups and project meetings to gather input and communicate updates.

  • Build positive relationships across the agency to support shared understanding and collaborative decision-making.

  • Help teams adapt to new tools, processes, or changes by applying change management best practices.

  • Contribute positively to a collaborative, respectful, and solutions-oriented team environment.

Coaching & Leadership

  • Provide guidance on performance measurement, indicator development, and data-informed decision-making practices.
  • Stay current on emerging measurement and analytical methods and trends relevant to performance evaluation in community mental health.
  • Support the evolution of ROCK’s performance evaluation and measurement capabilities through the development of tools and peer coaching.

Compliance, Safety, and Safeguarding Responsibilities

  • Comply with the Occupational Health and Safety Act, including the requirements of Section 28, and follow all agency health and safety policies.

  • Operationalize client safety by adhering to policies and guidelines that support consistent delivery of safe, high-quality services.

  • Commit to supporting client-centered care by adhering to ROCK’s principles of respect, collaboration, and service planning as outlined in the agency’s strategic plan.

EDUCATION

  • Bachelor’s degree in Statistics, Health Informatics, Public Health, Psychology, Social Sciences, Analytics or a related field; Master’s degree is considered an asset.

  • Relevant certifications such as Lean Six Sigma, evaluation, data analysis or health informatics credentials are considered an asset.

EXPERIENCE

  • Minimum of 2 to 3 years of relevant experience in performance measurement, evaluation, data analysis or related role, ideally in a mental health, healthcare or non-profit environment.

  • Familiarity with healthcare or mental health service data/indicators is an asset.

  • Familiarity with privacy legislation and data governance practices relevant to healthcare data is an asset.

  • Familiarity with children’s services or community-based programming is an asset.

  • Advanced proficiency in Microsoft Excel and Microsoft Office applications.

  • Strong analytical, problem-solving, and communication skills.

  • Ability to work collaboratively within a team environment while maintaining a high degree of accuracy and attention to detail.

  • Proficient in the use of technology as required of the position, including working in a virtual environment with MAC OS operating systems experience preferred.

  • Experience working with MS Power BI or Canva is considered an asset.

  • Current (within three months) criminal reference check with vulnerable sector search.
