THE ORGANIZATIONAL SETTING
The Air Navigation Bureau (ANB) in ICAO is responsible for providing technical guidance to the Air Navigation Commission (ANC), the Council, and the Assembly. ANB provides technical expertise in aviation-related disciplines to States, industry and all elements of the Organization. The Bureau is also responsible for maintaining and implementing the Global Aviation Safety Plan (GASP) and Global Air Navigation Plan (GANP), including its aviation system block upgrades as well as producing yearly safety and air navigation status reports. The Bureau develops technical studies and proposals for Standards and Recommended Practices (SARPs), and Procedures for Air Navigation Services (PANS) for further processing by the governing bodies of ICAO. The Bureau also develops related procedures and guidance material. The Bureau also manages the ICAO Universal Safety Oversight Audit Programme (USOAP) that monitors all Member States on a continuous basis.
The Operational Safety Section (OPS) deals with a variety of subjects including airworthiness, personnel licensing and training, flight operations and human factors.
The incumbent reports to the Chief, Operational Safety Section (C/OPS) with whom they will consult on complex technical issues. The responsibilities of the post, as detailed below, focus on the safe transport of dangerous goods by air.
MAJOR DUTIES AND RESPONSIBILITIES
Function 1 (incl. Expected results)
Provides technical support to the development of cargo safety provisions , achieving results such as:
- Contribute to the development of Standards, Recommended Practices and guidance material on topics related to the safe carriage of dangerous goods by air.
- Contribute to the maintenance of the biennial editions of the Technical Instructions for the Safe Transport of Dangerous Goods by Air (Doc 9284, “Technical Instructions”), the Supplement to the Technical Instructions for the Safe Transport of Dangerous Goods by Air (Doc 9284SU) and the Emergency Response Guidance for Aircraft Incidents Involving Dangerous Goods (Doc 9481).
- Conduct necessary research as required to support the preparation and consideration of amendments to dangerous goods provisions.
- Develop feedback on ICAO provisions related to cargo safety and dangerous goods.
- Collaborate with Secretariat entities across the Organization to consider impact of provisions in other aviation sectors on dangerous goods.
Function 2 (incl. Expected results)
Coordinates the work of the Dangerous Goods Panel (DGP), achieving results such as:
- Contribute to the planning and organization of the DGP work programme.
- Develop meeting documentation which facilitates effective technical discussions including working papers, presentations and reports.
- Coordinate with relevant expert groups across the Organization on matters impacting cargo safety.
- Collaborate with panel members in the development of provisions and guidance material for cargo safety.
- Guide panel members on ICAO policies, procedures and methodologies and provide technical advice relating to dangerous goods, as appropriate.
- Contribute to the reporting of panel activities to ANC and Council.
Function 3 (incl. Expected results)
Develops cargo safety outreach material and facilitates cargo safety outreach activities , achieving results such as:
- Develop guidance material in support of the safe carriage of dangerous goods by air.
- Conduct internal and external promotion of the ICAO safety culture and policy on dangerous goods transport.
- Contribute to the planning and delivery of events and activities that raise awareness on dangerous goods, including preparing technical papers and presentations for delivery.
- Present ICAO’s stance at other standard-making organizations that may have an impact on cargo safety.
Function 4 (incl. Expected results)
Oversees the development of dangerous goods training , achieving results such as:
- Contribute to the development of training courses related to cargo safety.
- Deliver training to Member States.
- Develop amendments to the Guidance on a Competency-based Approach to Dangerous Goods Training and Assessment (Doc 10147) to address latest training needs.
- Analyse testing methods and evaluate participants level of competency.

Performs other related duties, as assigned.
QUALIFICATIONS AND EXPERIENCE
Education
An advanced-level university degree (Master’s degree or academic equivalent) in an aviation-related field or other scientific or technical discipline, management, administration related field, is required. A first-level university degree in combination with two additional years of qualifying experience in an aviation-related field or other scientific or technical discipline, management, administration related field, may be accepted in lieu of the advanced university degree.
Professional experience
Essential
- A minimum of five (5) years of experience at the international level in the regulation of the safe transport of dangerous goods.
- Experience in communicating technical and high-level information to a wide range of audiences.
Desirable
- Experience with approving dangerous goods policies, procedures and training.
- Experience in managing safety risks associated with dangerous goods.
- Experience in developing and delivering training in the field of dangerous goods air transport.
- Experience with organizing and managing international meetings, including meetings, conferences, symposia and workshops.
- Experience with oversight activities involving the safe transport of radioactive material.
Languages
Essential
- Fluent reading, writing and speaking abilities in English .
Desirable
- A working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian, Spanish) .

CONDITIONS OF EMPLOYMENT
It should be noted that this post is to be filled on a fixed-term basis for an initial period of 3 years (first year is probationary for an external candidate).
ICAO staff members are international civil servants subject to the authority of the Secretary General and may be assigned to any activities or offices of the Organization, in accordance with the provisions of the ICAO service code.
