The Alberta Electric System Operator (AESO) is responsible for the safe, reliable, and economic planning and operation of the Alberta Interconnected Electric System. Reporting to the Manager, External Compliance Monitoring – ISO Rules, we are looking for a Senior Analyst, External Compliance Monitoring – ISO Rules to join our collaborative team. As a senior member you will principally be responsible for monitoring and analyzing the compliance of market participants with ISO rules and certain Ancillary Service commitments, in accordance with the corresponding Compliance Monitoring Programs (CMP).

You will also be responsible for a variety of compliance monitoring related activities:

  • Utilize and develop tools, analysis, visualizations and monitoring techniques to both enact the CMP, as well as increase efficacy.

  • Partner with internal Subject Matter Experts to ensure ISO rules are appropriately monitored.

  • Leverage multiple data sources to lead the development of tools, analysis and monitoring techniques to enact the CMP.

  • Act as Compliance Monitoring lead in discussions and workgroups regarding ISO rule development, ISO rule application and market participant behavior; and

Accountabilities include but are not limited to:

Monitoring

  • Perform monitoring and analysis, as well as providing insight and advice in the monitoring and analysis carried out by other team members, with respect to ISO rules.

  • Mentor team members to ensure efficient, thorough, accurate and complete analysis as well as the creation of accurate, clear, and complete letters and documentation.

  • Independently carry out research and analysis and document preparation in response to ad hoc requests on issues requiring a compliance monitoring perspective.

  • Develop or refine new or existing Compliance Monitoring Programs, including preparation of supporting documentation, and execution of internal and external awareness.

  • Develop, maintain, and refine and/or effectively utilize compliance monitoring tools (e.g., SQL queries, PowerBI reports and models, Excel/VB workbooks,). Provide training and documentation regarding development of new compliance monitoring tools.

  • Lead specific projects as assigned; and

  • Stand in for team leadership in internal or external discussions as required.

Internal/External Stakeholder Interactions

Develop and foster positive and cooperative working relationships with:

  • market participants through interactions regarding various compliance monitoring processes (including information requests, complaints, referrals, deliverance of compliance presentations),

  • the Market Surveillance Administrator through the execution of the CMP,

  • AESO teams through coordination and collaboration on compliance concerns, as well as the reciprocal sharing of subject matter knowledge,

  • Participate/Lead discussions with internal and external working groups.

  • Identify and address opportunities to raise the profile and understanding of the AESO’s compliance monitoring function within the AESO and externally; and

  • Represent and acting as lead for Compliance Monitoring through participation in ISO rule and policy development.

Leadership Support

  • Provide ongoing support to team leadership as a technical expert.

  • Represent Compliance Monitoring in internal or external discussions as required.

  • Identify, escalate, and make recommendations regarding complex, higher risk or potentially controversial actions/referrals to the Manager; and

  • Execute other duties as assigned by the Manager.

Whatyou’llbring to us:

  • Minimum 8-10 years of relevant experience in the electrical industry.

  • Demonstrated extensive working knowledge, understanding of ISO rules and governing legislation.

  • Strong written and oral communication skills, including the proven ability to review and draft written correspondence, as well as leading presentations and discussions.

  • Strong analytical skills and ability to work with large amounts of complex data, advanced software applications and execute basic software application queries.

  • Experience programming, data modeling, and data visualization, including experience with Power BI, SQL, or Python is considered an asset.

  • Ability to work with and lead discussions with internal and external stakeholders in a positive manner.

  • Demonstrated ability to work at a professional level of responsibility, independently and within a team environment.

  • Ability to work in a dynamic environment, identify changing priorities, and guide or lead change management within the team.

  • Demonstrated business acumen and proven professionalism to handle sensitive/confidential situations.
