Contract: Duration 9 Months

Reporting to the Senior Manager, Procurement Services, you will provide dedicated procurement advice to internal partners on multiple indirect procurement projects. Your portfolio will include construction, facilities maintenance, logistics and transportation services You will take charge of the full procurement cycle, working with the team members on several forms of procurement: RFP (Consecutive NRFP & BAFO), RFQ, RFS, RFSQ. You may lead market engagement activities, such as RFI or market sounding.

About the Role
- Conducting market research and supplier analysis including leading market consultation and market sounding with suppliers as part of the planning process of the procurement.
- Monitor contract expiry and engage with our client divisions on starting new sourcing projects.
- Reviewing the scope of work and requirements with your customer and advising on the best form of procurement. Understanding the desired outcome and value factors and helping the clients tailor the evaluation criteria accordingly
- Driving end-to-end complex procurement projects, including drafting the RFx document (RFP, RFSQ etc.), obtaining approvals, posting online solicitations (Biddingo, Bonfire), managing addenda, facilitating evaluation and consensus, pricing evaluation, providing assistance with award recommendations, conducting debriefs, capturing lessons learned for continuous improvement.
- Ensuring compliance with applicable trade agreements, legislation, directives, policies, protocols, and procedures.
- Working with LCBO’s Legal Services team and other internal partners, providing advice on procurement matters and assisting contract preparation and negotiations.
About You
- Post-Secondary education in a relative field of study or equivalent.
- Supply Chain Management Professional (SCMP) designation is an asset.
- Experience with RFP process with the focus on negotiated RFP types (consecutive and BAFO).
- Understanding of the market landscape and sourcing strategies applicable to construction, facilities, freight logistics is an asset
- Knowledge of contract types (lump sum, upset limit, T&M) and forms (CCDC) and contracting methods for construction (DBB, DB etc.)
- Experience with procurement case law, applicable trade agreements, bonding requirements.
- Experience of the principles, practices and methods used in public purchasing.
- Working knowledge of OPS Procurement Directive and Public Sector procurement.
- Customer service, and collaboration skills with internal partners services to determine client needs, to communicate with and to maintain working relationships with user departments.
- Understand different documentation and communication from multiple sources, including policies, directives, procedures, service and material specifications, contracts, legal opinions, vendor responses to procurement requests, vendor literature, correspondence from colleagues and vendors.
- Excellent communication skills, related to negotiating contracts and dispute resolution, responding to vendor inquiries, resolving potential sensitivities, and training partners.
- Excellent written skills in preparing formal communications and reports and to create/revise procurement documents and standard contracts/agreements
