Position Summary

TheSite Utility Manager & PowerHouse Chief Engineeris accountable for the safe, reliable, and cost‑effective operation of theOshawa Campus utilities and First Class Power Plant, in full compliance withTSSAand GM requirements. This role owns 24/7 operations for powerhouse and site utilities (steam, compressed air, electricity interface, natural gas, water, wastewater, chilled water, etc.), leads a unionized and highly skilled team of Stationary Engineers and Operators, and manages utility budgets, assets, and energy performance for the campus. The Site Utility Manager is also responsible for the Central Utilities Complex and Waste Water Treatment Plant operations, which are managed via third party contracts.

The position is akey member of the Oshawa Facilities Team, working closely with Environmental, Manufacturing, Unifor, and external utility/contract partners.

Key Responsibilities

  1. Powerhouse & Utility Operations
  • Lead day‑to‑day operation of the First Class Power Plant and all campus utility systems to meet production and facility needs forcompressed air, steam, water, and related utilities.
  • Maintain continuous coverage and technical support24/7, including on‑call response for utility upsets and emergencies.
  • Ensure operating practices, logbooks, and shift handovers meet TSSA and GM standards.
  • Coordinate startup/shutdown and load management during maintenance, outages, and plant changes.
  1. People Leadership & Union Partnership
  • Plan and managemanpower scheduling for a 24/7 First Class plant, including vacation and absence coverage.

  • Approve employees’ daily attendance and time usingKronos(or successor timekeeping system).

  • Lead, coach, and develop aunionized teamof Stationary Engineers, Operators, and Maintenance staff (Ontario Union of Stationary Engineers).

  • Partner with OUSE and Labour Relations leadership on:

    • Health & Safety issues and joint investigations.
    • Grievances and labour‑management discussions.
  • Conduct dailySOS (Start of Shift) meetingsto align the team on safety, production, and maintenance priorities.

  1. Safety, Regulatory & Environmental Compliance
  • Ensure full compliance withTSSArequirements, including:

    • Current First Class plant licensing.
    • Scheduling and completion of all inspections, tests, and renewals.
  • Conduct requiredSafety MeetingsandSOTs (Safety Observation Tours); drive closure of findings.

  • Enforce Lockout/Tagout, confined space entry, hot work, and other critical safety procedures within utilities.

  • Support Environmental and Facilities teams in meeting air, water, and wastewater permit requirements for powerhouse and utility assets.

  • Lead the utilities response for campus emergencies involving steam, natural gas, water, wastewater, or other utility systems.

  1. Maintenance & Asset Management
  • Own short‑ and long‑termmaintenance planningfor powerhouse and utility assets, including risk analysis and prioritization.

  • Ensure all work is planned, scheduled, and documented inMaximo 7.6, including:

    • Preventive and predictive maintenance tasks.
    • Corrective work orders. -**Pre‑Task Safety Plans (PTSPs)**and job plans.
  • Maintain accurate asset records (equipment lists, specs, history) and support condition assessment and capital planning for utility infrastructure.

  • Coordinate and overseethird‑party contractors and service providersperforming work in the powerhouse and on utility systems, ensuring safety, quality, and cost expectations are met.

  1. Budget, Energy & Performance Management
  • Develop and manage theannual utilities operating budget(steam, natural gas, electricity interface, water/sewer, compressed air, etc.) for Oshawa.
  • Monitor monthly usage and costs; identify variances and implement countermeasures to meet budget and performance targets.
  • Prepare and deliverenergy and utility performance reportsfor the Facility Engineering Manager and site leadership.
  • Lead or support energy‑efficiency and water‑conservation initiatives, including project identification, justification, and post‑implementation verification.
  1. Projects, GMS & Stakeholder Engagement
  • Support the development and execution ofcapital projectsaffecting utilities (capacity, reliability, compliance, and efficiency), including scope input, shutdown planning, and commissioning.

  • Apply**GMS (Global Manufacturing System)**principles to powerhouse and utility operations (standardized work, problem solving, layered audits, KPIs).

  • Interface with:

    • Facility Engineering, Manufacturing Engineering, and Operations on new or modified loads and projects.
    • Corporate and externalutility providers(e.g., local gas, electric, and water utilities) on billing, outages, and long‑term plans.
    • Site Health & Safety, Environmental, and Security teams on cross‑functional initiatives and emergency planning.
  • Perform other duties as required to support the Oshawa Campus and GM business objectives.

Required Qualifications

-First Class Stationary Engineercertification recognized byTSSA Ontario.

  • Significant experience insteam and compressed air plant operationswithin a First Class or equivalent industrial powerhouse environment.
  • Demonstratedpeople leadershipexperience, preferably leading unionized teams in a 24/7 operation.
  • Provenmaintenance planningexperience usingMaximo 7.6(or equivalent CMMS).
  • Strong computer skills, including:
  • Microsoft Office (Excel, Word, PowerPoint, Outlook).
  • Maintenance planning and reporting tools.
  • Solid knowledge of industrialhealth and safetyrequirements, with formal safety training and practical application in high‑risk utility environments.
  • Experience managing and coordinatingthird‑party contractors and service providers.Strong communication, problem‑solving, and organizational skills with the ability to manage multiple priorities in a fast‑paced environment.

Preferred Qualifications

  • Successful completion of a Post‑secondary education inMechanical, Electrical, or Power Engineering(or related discipline).
  • Experience inenergy management, utility budgeting, and cost‑reduction initiatives.
  • Familiarity withGMStools, structured problem solving, and continuous improvement methodologies.
  • Prior experience as a Site Utility Manager, Powerhouse Chief Engineer, or equivalent role in a large manufacturing facility.

Compensation

The salary range for this role is $97,800.00 to $146,600.00. The actual base salary a successful candidate will be offered within this range will vary based on factors relevant to the position.
