About the role

What You’ll Do

The Learning & Development (L&D) Manager will lead the L&D team in the development, implementation and management of learning strategies and programs. The L&D Manager will create a culture of continuous learning among the Service Provider Network supporting the performance of the organizations and helping them excel in supporting their jobseeker clients. The L&D Manager, reporting to the Director of Support Services, will oversee both the Training and the Power of Possible teams . Success in this role will be measured through established KPIs outlined below.

Your Responsibilities Will Include:

  • Design, deliver and manage relevant L&D programs to external Service Providers (SPs) and help ensure a high performance and improve provision of services across the catchment areas.
  • Be a key point of contact for all Training and Power of Possible (POP) related stakeholders internally and externally, working in close collaboration with all 50+ Service Providers and 5-6 key internal Fedcap departments.
  • Lead the Training and POP teams comprised of 10+ staff to create and execute e-learning strategies, workshops, and programs, particularly Fedcap Canada’s ongoing and new key initiatives.
  • Supervise and support with hiring staff and managing performance for all L&D staff including regular team and 1:1 meetings and formal performance reviews.
  • Develop and maintain effective partnerships with external Service Providers in the catchment areas providing support on training requirements, to ensure the optimal performance excellence by SPs.

Needs Analysis:

  • Lead needs analysis to identify training needs and to design, upgrade or revise the current portfolio of external training courses and materials, and to assess their impact, compliance and relevance based on learner, funder and leadership needs.
  • Source and integrate new resources across the top in-demand sectors and topics, resulting in the launch of 4 to 6 new high-priority training modules annually, where appropriate.

Curriculum Design and Implementation

  • Ensure that >90% of curriculum updates are tied directly to documented needs analysis, funder updates, and SLT requirements while developing customized curriculum informed by best practice that addresses the specific knowledge and skills needed to support unemployed individuals and those living with barriers to unemployment in returning to sustainable work.
  • Leverage Articulate 360, Canva, Camtasia, along with other relevant tools to create high quality trainings.
  • Lead ongoing research and attend trainings to stay informed about current trends in workforce development models training, completing a minimum of 30 hours of learning annually.
  • Integrate new skills and knowledge into current training as needed, based upon changing trends in workforce development, updating core curriculum modules by 15% semi-annually.

Training Delivery:

  • Oversee training of workforce professionals, both internal and external staff, in traditional or online environments on established curriculum and training topics, delivering training to an average of 700 professionals annually and achieving an average participant satisfaction score of 4.5 out of 5.
  • Ensure and support the use of the most relevant and updated technology and tools available to provide in-person and online training, and streamline the evaluation feedback loop.
  • Help lead and improve any key existing and new training initiatives for Fedcap Canada, resulting in an increase of post-training competency scores by 15% across all major initiatives.

Administrative Support & Reporting:

  • Supervise the activities and performance of the Senior Training Coordinator, Senior Workshop Performance Specialist, and other staff, to ensure appropriate distribution of workload while meeting training needs and requirements from the Ministry, the Senior Leadership Team, and the Service Provider network, maintaining team adherence to project deadlines at a >90% success rate.
  • Conduct ongoing evaluation of Training and POP sessions, and incorporate updates as needed for continuous excellence, reviewing 100% of core curriculum modules at least once every 12 months.
  • Measure and report on Training and POP activity and outcomes, demonstrating increased effectiveness of the training offered by Fedcap Canada and SPs, and submitting all required monthly performance reports with 100% accuracy and on time.

You’re a Great Fit for This Role If You Have

  • A bachelor’s degree in education, Communications, Social Work, or a related field is required, or a combination of education and experience.
  • 4+ years of professional experience in building, delivering, facilitating, and evaluating training portfolios.
  • Strong team leadership skills with an ability to drive performance while managing internal and external relationships.
  • Prior experience in leading and evaluating training activities, demonstrating measurable outcomes such as increased training effectiveness or participant satisfaction.
  • Access to a vehicle for travel to Service Provider sites within Fedcap Canada's catchment areas.
  • Fluency in French is a plus.
  • Exceptional written and verbal communication skills, with the ability to tailor complex information to diverse internal and external audiences, including Service Provider staff and management.
  • Prior experience with Learning Management System administration (preferably Litmos), e-learning design, and development.
  • High level of cultural competency; ability to work effectively with diverse populations, including individuals with disabilities, Francophones, Newcomers, Indigenous populations, and Youth with Higher Support Needs.
  • Advanced proficiency with Microsoft Office Suite (Word, Excel, PowerPoint) for professional use.
  • Advanced proficiency in virtual conferencing platforms, such as Zoom or Teams.

Compensation:

$75,000 - $92,000 (CAD)
