General Manager, Construction, Western Canada
Job Description
Overview:
The General Manager, Construction is a strategic and results driven senior leader at Universal Rail Services accountable for all aspects of our rail construction projects in Western Canada. This role is responsible for managing a multidisciplinary team delivering project management services across a diverse portfolio of rail infrastructure projects. The General Manager will ensure projects are completed on time, on budget, and to the highest safety and quality standards.
Key Responsibilities:
Project & Construction Leadership
- Oversee the execution of rail construction projects including:
- Industrial track construction
- Class 1 railway construction
- Short Line railway construction
- Transit and LRT construction
- Track rehabilitation and surfacing
- Specialty rail construction
- Material supply and logistics
Leadership Development & Team Building
- Foster a high-performance culture through coaching, mentoring, and professional development of construction and project management teams.
- Identify and develop emerging leaders within the organization to support succession planning and long-term growth.
- Promote collaboration, accountability, and continuous improvement across all levels of the construction team.
- Champion diversity, equity, and inclusion in leadership practices and team development.
Client & Stakeholder Engagement
- Serve as the primary point of contact for key clients, ensuring satisfaction, transparency, and alignment throughout the project lifecycle.
- Build and maintain strong relationships with public and private sector clients, regulatory bodies, and industry partners.
- Lead client meetings, progress reviews, and reporting to ensure expectations are met or exceeded.
Contract & Subcontractor Management
- Lead the negotiation, execution, and administration of construction contracts, ensuring compliance with legal and commercial terms.
- Manage subcontractor selection, onboarding, performance, and compliance with project specifications and safety standards.
- Monitor contract deliverables, change orders, claims, and dispute resolution processes.
- Ensure alignment between contract scope, project execution, and financial targets.
Operational & Financial Oversight
- Develop and implement strategic plans to optimize project delivery and operational efficiency.
- Monitor project progress, identify risks, and implement mitigation strategies.
- Manage financial performance including forecasting, budgeting, and cost control.
- Drive continuous improvement in construction methodologies, technology adoption, and workforce development.
Qualifications:
- Minimum 10 years of progressive experience in construction industry, with at least 5 years in a senior leadership role. Rail construction experience is a major asset.
- Proven experience in contract negotiation and administration, including managing large-scale construction contracts and subcontractor agreements.
- Demonstrated success in client relationship management and networking with the ability to build trust and deliver value.
- Strong knowledge of project management systems, construction standards, and regulatory requirements.
- Proven ability to develop and lead high-performing teams.
- Exceptional leadership, communication, and stakeholder management skills.
- PMP or equivalent project management certification is an asset.
- Bachelor’s degree in civil engineering, Construction Management, or a related field is an asset.
