General Manager, Construction, Western Canada

Job Description

Overview:
The General Manager, Construction is a strategic and results driven senior leader at Universal Rail Services accountable for all aspects of our rail construction projects in Western Canada. This role is responsible for managing a multidisciplinary team delivering project management services across a diverse portfolio of rail infrastructure projects. The General Manager will ensure projects are completed on time, on budget, and to the highest safety and quality standards.

Key Responsibilities:
Project & Construction Leadership

  • Oversee the execution of rail construction projects including:
  • Industrial track construction
  • Class 1 railway construction
  • Short Line railway construction
  • Transit and LRT construction
  • Track rehabilitation and surfacing
  • Specialty rail construction
  • Material supply and logistics

Leadership Development & Team Building

  • Foster a high-performance culture through coaching, mentoring, and professional development of construction and project management teams.
  • Identify and develop emerging leaders within the organization to support succession planning and long-term growth.
  • Promote collaboration, accountability, and continuous improvement across all levels of the construction team.
  • Champion diversity, equity, and inclusion in leadership practices and team development.

Client & Stakeholder Engagement

  • Serve as the primary point of contact for key clients, ensuring satisfaction, transparency, and alignment throughout the project lifecycle.
  • Build and maintain strong relationships with public and private sector clients, regulatory bodies, and industry partners.
  • Lead client meetings, progress reviews, and reporting to ensure expectations are met or exceeded.

Contract & Subcontractor Management

  • Lead the negotiation, execution, and administration of construction contracts, ensuring compliance with legal and commercial terms.
  • Manage subcontractor selection, onboarding, performance, and compliance with project specifications and safety standards.
  • Monitor contract deliverables, change orders, claims, and dispute resolution processes.
  • Ensure alignment between contract scope, project execution, and financial targets.

Operational & Financial Oversight

  • Develop and implement strategic plans to optimize project delivery and operational efficiency.
  • Monitor project progress, identify risks, and implement mitigation strategies.
  • Manage financial performance including forecasting, budgeting, and cost control.
  • Drive continuous improvement in construction methodologies, technology adoption, and workforce development.

Qualifications:

  • Minimum 10 years of progressive experience in construction industry, with at least 5 years in a senior leadership role. Rail construction experience is a major asset.
  • Proven experience in contract negotiation and administration, including managing large-scale construction contracts and subcontractor agreements.
  • Demonstrated success in client relationship management and networking with the ability to build trust and deliver value.
  • Strong knowledge of project management systems, construction standards, and regulatory requirements.
  • Proven ability to develop and lead high-performing teams.
  • Exceptional leadership, communication, and stakeholder management skills.
  • PMP or equivalent project management certification is an asset.
  • Bachelor’s degree in civil engineering, Construction Management, or a related field is an asset.
