About the role

Department Information

The Department of Infrastructure (INF) provides high quality services to the public and Government of the Northwest Territories’ (GNWT) departments, boards and agencies including the planning, design, construction, acquisition, operation and maintenance of public transportation infrastructure and the buildings, works and equipment required for the GNWT to deliver its programs and services. INF makes essential petroleum products available for sale to the public where these products are not provided by the private sector, and promotes the development and increased use of energy efficient technologies. INF also regulates electrical and mechanical safety services and licenses individuals and vehicles operating in the territory.

Job Information

The Strategic Energy Policy and Programs Division leads in the identification, assessment and development of local, renewable and sustainable energy projects and initiatives that can help stabilize and reduce the cost of community and regional-scale energy systems for residents, businesses, industry and governments in the Northwest Territories (NWT) over the long term.

The NWT has significant energy resources including hydroelectricity, oil, natural gas and a variety of alternative energy sources. The Government of the Northwest Territories (GNWTs) legislative and policy framework for energy is aimed at increasing the use of domestic energy resources, reducing imported diesel and reducing energy costs in the NWT.

The Advisor, Energy Legislation and Partnership (Advisor) is the lead on securing new external energy funding and leads the development of energy related legislation and regulations in the Northwest Territories.

You will support the Manager and Director, Strategic Energy Policy and Programs in working with government agencies and departments to develop regional and implementation plans that advance government policy objectives and leverage funding from external sources while feeding into the capital planning and funding proposal process.

Critical Knowledge, Skills and Abilities.

  • Knowledge of the energy and financial lifecycle for alternative and renewable energy.
  • Knowledge and understanding of conventional, alternative and renewable energy systems.
  • Ability to work in a high stress multi-tasking environment with tight deadlines.
  • Ability to evaluate a broad variety of energy policies for technical and economic considerations.
  • Ability to communicate scientific and technical knowledge to a non-professional audience.
  • Ability to resolve conflicts and differences of professional opinion.

Education and Experience.

University degree in a relevant field such as environmental law, science or engineering, with 3 years of relevant experience working with the public on regulatory projects.

Equivalencies.

Masters degree in a relevant field such as environmental law, science or engineering, with 1 year of relevant experience working with the public on regulatory projects.
