Responsibilities PRIMARY PURPOSE
Plans, coordinates and implements service contracts including developing performance benchmarks and defining comprehensive Key Performance Indicators for contracts. Performs a variety of contract administration duties on maintenance contracts including assisting in the preparation of contract terms and monitoring work schedules and level of service. Ensures compliance with the Divisional Business Plan, identifying areas of non-compliance and sub-optimal performance. Reviews and identifies contractual items requiring change and makes recommendations based on service requirements and cost-benefit analysis.
Key Accountabilities Plans, coordinates and implements service contracts, including developing performance benchmarks and defining meaningful and comprehensive Key Performance Indicators (KPI) for each contract. Responsible for the KPI data collection process, reporting results and making recommendations.
Performs a variety of contract administration duties and assists in the preparation of contract terms and design specifications. Ensures repairs are completed according to contract terms and design specifications by checking on-going work. Recommends changes to work specifications and reviews additional work as required, facilitating job completion, taking measurements for interim and final payments. Reviews contractor schedules to ensure that work schedules are appropriately coordinated with operational activities to minimize interference and interruption.
Completes regular inspections and audits for contracted services; submits maintenance requests and contacts applicable departments regarding follow-up items.
Ensures compliance with the Divisional and Departmental Business Plan by identifying areas of non-compliance and sub-optimal performance; recommends and develops plans to rectify non-compliance or to improve performance and accountability of contractors and implements approved plans.
Reviews contract terms annually, identifying contractual items requiring change, and makes recommendations. Reviews implemented changes after approval by management, provides feedback on issues and initiatives, and prepares related reports and recommendations.
Represents Maintenance Contracted Services in regular contractor meetings to provide consistency in communication with stakeholders.
Analyzes requests submitted by customers and provides recommendations to departmental managers to ensure an appropriate level of service is provided.
Makes recommendations to management for selection of successful bidders. Reviews terms for tendering new services and projects.
Assists with standardizing and optimizing contract policies, regulations, procedures and information systems to improve efficiency and effectiveness.
Qualifications EDUCATION AND EXPERIIENCE
The competencies for this position would be acquired through a diploma in Building Services or a related field, plus four (4) years’ experience in progressively responsible positions dealing with maintenance related service contracts.
Other Requirements Strong analytical and problem-solving skills.
Solid written & verbal communications skills
Solid interpersonal and relationship management skills, including negotiation skills as they pertain to contracts, multi-party agreements and conflict resolution.
Sound computer skills with working knowledge of electronic filing systems and document control.
Rail industry experience is an asset.

Rate of Pay The salary for this position ranges from $75,600 - $113,400 per annum. Actual salary offered will be based on education, experience, skills, and qualifications as they relate to the role.
