Job Details

Description Key responsibilities include monitoring database and data integrity health, managing and optimizing replication, performing proactive maintenance and capacity planning, configuring alerting, overseeing access and security controls, and tuning database performance. The DBA will also support data asset stewardship and collaborate closely with technical and business stakeholders to implement best practices that enable efficient, data driven operations across the organization.

The Primary Databases In Scope Include

  • Cloud-based enterprise data warehouse at Ontario Shores Centre for Mental Health Sciences
  • Cloud-hosted analytics databases supporting AccessMHA, a digitally enabled mental health and addictions service-access model
  • On‑premises SQL Server environment housing the replicated data layer of the Mental Health (MH) Health Information System (HIS) Cluster Electronic Medical Record (EMR)

Key Duties And Responsibilities

  • Collaborate closely with Clinical Informatics, Professional Practice, Information Technology, and other key stakeholders to support clinical and operational data needs.
  • Ensure the integrity, availability, and performance of SQL Server databases (cloud and on‑premises), including proactive maintenance, issue investigation, and timely resolution.
  • Monitor and administer SQL Server and Azure SQL environments, including performance, failover/availability, replication health, and resource utilization.
  • Develop, implement, and maintain maintenance and backup plans for SQL Server and Azure SQL databases.
  • Maintain clear and current documentation for database procedures, standards, configurations, and operational processes.
  • Perform database performance tuning, index optimization, query analysis, and storage/capacity planning.
  • Manage database access controls, user permissions, and security reviews aligned with PHIPA and organizational privacy requirements.
  • Contribute to secure and scalable database architecture designs that support data & analytics initiatives.
  • Monitor data flow, latency, and synchronization between the MEDITECH system and the Shared Data Repository using third-party vendor tools and coordinate with the vendor to troubleshoot and escalate any issues identified through these monitoring activities
  • Escalate and coordinate with Microsoft support for issue related to database products and services, ensuring timely resolution and minimal operational impact.
  • Monitor transactional replication performance using tracer tokens, latency reporting, and associated diagnostic tools.
  • Develop and maintain conceptual, logical, and physical data models that support reporting, analytics, and governance needs.
  • Participate in SQL code reviews, solution design, and optimization for analytics workloads.
  • Participate in after-hours on-call rotation for incident response and critical system support.
  • Follow established project management and solution delivery standards, policies, and procedures.
  • Contribute insights and recommendations to governance committees and leadership groups
  • Conduct research on emerging database trends, technologies, and best practices to support modernization.
  • Perform initial troubleshooting, escalating complex issues appropriately.
  • Maintain confidentiality when handling sensitive clinical or organizational data.
  • Perform cross-functional duties as assigned.

Qualifications

  • Degree or diploma in Computer Science, Information Technology, Software Engineering, or a related discipline.
  • Microsoft SQL Server or Azure Database-related certifications (e.g., Azure Database Administrator Associate, Microsoft Certified: Azure Data Engineer Associate, MCSE Data Management & Analytics) considered an asset.

Years Of Experience

  • 5+ years of experience working with Microsoft SQL Server in production environments, including performance tuning, optimization, and database administration.
  • Minimum 2 years of experience specifically as an MS SQL Server Database Administrator or supporting enterprise data warehouse environments and data integration pipelines.

Knowledge

  • Strong knowledge of Microsoft SQL Server (2016+), Azure SQL Database, and related components (e.g., SQL Agent, Always On, SSIS, SSRS, SQL Server Replication).
  • Strong understanding of database administration practices, including backup/restore strategies, high availability, disaster recovery, performance tuning, and security hardening.
  • Expert-level understanding of relational database design, normalization, indexing, and query optimization.
  • Experience working in a healthcare environment; familiarity with Meditech HIS, clinical data structures, and data governance within Canadian healthcare is an asset.
  • Hands-on experience with MS SQL BI stack (SSIS, SSAS, SSRS) and modern Azure analytics tools (Azure Data Factory, Azure Synapse, Azure Monitor, Purview).
  • Familiarity with BI tools and reporting concepts (e.g., Power BI, enterprise semantic models).
  • Good understanding of Windows Server, storage technologies, virtualization, and networking principles relevant to database operations.
  • Knowledge of privacy, security, and compliance requirements in Ontario healthcare (PHIPA, organizational policies, threat/risk management).

Technical Skills

  • Strong database performance tuning, troubleshooting, and root-cause analysis capabilities.
  • Advanced T‑SQL skills, including reviewing and optimizing SQL code, stored procedures, triggers, and functions.
  • Ability to design, maintain, and debug SQL‑based ETL pipelines.
  • Strong documentation and procedural-writing skills to support operational excellence.
  • Ability to administer and secure database environments through proper access control, auditing, encryption, and compliance practices.
