Training and Development Specialist QEC-26-007
Baker Lake, Nunavut
Based out of Baker Lake, Nunavut, the on-site, the Training and Development Specialist at QEC plays a critical role in fostering a skilled and capable workforce. Reporting to the Manager, Human Resources, this position is responsible for identifying and assessing organizational training needs and leading the development, implementation, and evaluation of comprehensive learning and development initiatives.
A key component of the role aims at improving the skills and abilities required in public servants’ current positions as well as encouraging career development. It includes the design and oversight of Inuit Employment Programs (IEP), ensuring alignment with QEC’s corporate goals and legislative requirements. The Specialist also facilitates strategic discussions aimed at enhancing policies, procedures, and programs to support Inuit employment and broader organizational capacity building.
Duties and Responsibilities:
- Designs, delivers, and evaluates employee training programs, career development plans, and cross-training initiatives to support workforce flexibility, retention, and succession planning.
- Design, develop, and facilitate new hire orientation, training, and refresher programs on our reservation systems and other essential tools.
- Manages the delivery of QEC’s Inuit Employment Programs (IEPs), including the Internship Program, Apprenticeship Program, Career Development Program, and Summer Student Program; sets strategic objectives and establishes key performance indicators (KPIs) to assess program effectiveness
- Collaborates with QEC’s managers and staff to enhance IEPs and develop strategies that support Inuit employee development and succession planning.
- Builds partnerships with the Government of Nunavut, educational institutions and other stakeholders to secure funding and advance QEC’s commitment to employee development and Inuit employment.
- Chairs the IEP Committee by preparing meeting materials, facilitating discussions, and ensuring timely follow-up on action items.’
- Leads the development and implementation of internal leadership development pathways for aspiring leaders within the organization.
- Contributes to the design, delivery, and evaluation of QEC’s Onboarding Program to ensure a consistent and welcoming experience for all new employees.
- Prepares reports and completes other metric-based and tracking tasks as required.
- Promotes a respectful, inclusive, and culturally responsive workplace grounded in the principles of Inuit Qaujimajatuqangit (IQ).
- Other closely related duties as assigned.
Required Qualifications Include:
- Post-secondary degree or diploma with a concentration in Human Resources (preferably), Education, Psychology or a closely related major to Training and Development.
- Minimum of four (4) years of direct and hands-on experience in the development, administration and maintenance of training and development programs.
- Working knowledge of various training facilitation methods and engagement approaches in a technical workplace.
- Previous experience working in a unionized environment.
Assets:
- Professional designation as a Chartered Professional in Human Resources (CPHR) is an asset.
- Prior experience in a similar role in the public sector is an asset.
- Experience with implementation, administration and maintenance of a LMS is an asset.
- Knowledge of Nunavut, the land, language, and culture an asset.
- The ability to speak Inuktitut, Inuinnaqtun and/or French an asset.
This position of trust and as such, the successful candidate must be willing to submit and pass a criminal records check.
We offer a competitive salary range of $106,738.24 to $123,803.95, and a northern living allowance of $24,767.00 per annum. We also offer a comprehensive benefits package, including a defined-benefit pension program. Subsidized staff housing is available. This position is not included in the Nunavut Employee’s Union.
Preference will be given to Nunavut Inuit.
