As a Technical Business Analyst (BA) you will provide data driven expertise to optimize the process and workflow systems in key service areas in Planning and Development Services (PDS). To achieve this, the BA performs cross-functional analysis of business objectives, policies, current process, business information, and systems capability to ensure relentless improvements of operations. The BA provides excellent customer service and support for all sections within the business unit, and other experts within the organization in order to facilitate informed decision-making about investments in process, information, and technology. Primary duties include:
- Determine, define and document end-user requirements and business specifications in the form of agile stories and features with the required acceptance criteria. Investigate non-functional requirement by analyzing system architecture, reporting needs, and data quality.
- Anticipate, investigate, identify business operations improvement opportunities and make solution recommendations with statistical information to product owners and/or management teams.
- Collaborate with agile delivery team and business users to ensure that designed solution meet business needs, validating the solution into production and monitoring results post release.
- Develop and maintain PD process and data artifacts in an agile environment.
- Actively monitor new policy or regulation impacting PDS services.
- Building a trusting relationship with partners.
Qualifications
- A completed 2 year diploma in Business Administration, Computer Information Systems, Planning, or a related diploma plus at least 5 years of related experience in quality assurance, business process improvement, business re-engineering; OR
- A degree in Computer Science Software Engineering, Business Administration, Planning or a related degree plus at least 3 years related experience in quality assurance, business process improvement, business re-engineering.
- Demonstrated ability in providing business analysis services including solution recommendations across multiple projects in an agile environment.
- Exceptional communication skills with a focus on understanding multiple stakeholder¿s requirement with the ability to negotiate to common goals and outcomes. Big picture analytical thinker with the ability to demonstrate how improvement will impact upstream or downstream processes.

Workstyle
- This position may be eligible to work from home for at least part of the time as one of several flexible work options available to City employees. Such arrangements are based on the operational requirements of the position and employee suitability and are subject to change based on operational needs and corporate direction.
