SUMMARY

Reporting to the Senior Vice President, Enterprise Enablement, this role leads all financial operations and provides enterprise-level stewardship of financial management practices. The Director is responsible for modernizing financial systems, reporting tools, and foundational business processes, with a focus on improving efficiency, transparency, insights, and cross-functional integration. The Director is the most senior finance leader within the organization and serves as a key contributor to the executive team, providing strategic financial guidance, oversight of financial operations, and stewardship of organizational resources. While not a member of the senior executive team, the Director collaborates closely with executives to inform decision-making and ensure financial integrity across the organization. The Director contributes to initiatives that have organization-wide impacts or long-range outcomes. This includes refreshing legacy provincial government practices and ensuring that BCFSA’s finance function supports the needs of the Crown agency.

The role also emphasizes leadership and people management. The Director must be a compassionate, human-centered leader with strong communication and change management capabilities to support team stability, engagement, and performance. The Director of Finance works collaboratively across the enterprise, engaging with leaders from other departments to align financial planning with organizational priorities. Strong interpersonal and relationship-building skills are essential to foster trust, influence outcomes, and support cross-functional initiatives.

ACCOUNTABILITIES

  • Leads and modernizes financial operations for BCFSA as a stand-alone Crown agency, ensuring alignment with legislation, regulatory obligations, and public sector best practices.

  • Oversees and integrates financial planning and analysis, controllership, facilities, and internal financial controls across the enterprise.

  • Serve as lead staff to the Audit & Finance Committee of the Board.

  • Develops and implements a holistic roadmap for modernizing financial operations, business processes, and internal controls to support BCFSA’s evolution towards efficient, scalable processes suitable for an integrated regulator.

  • Leads the preparation of organizational budgets, forecasts, and long-term financial plans; presents financial reports and analysis to the Board and executive leadership.

  • Acts as the principal liaison to the Board’s Audit & Risk Committee on financial matters, and engages with oversight bodies such as the Treasury Board and Ministry of Finance, ensuring timely, transparent, and relevant reporting.

  • Builds and supports a high-performing team, providing coaching, mentorship, and professional development to foster growth and retention.

  • Fosters strong financial governance practices across BCFSA.

  • Oversees relationships with external auditors, the Office of the Auditor General, and other oversight bodies to ensure transparency and sound financial governance.

  • Collaborates with senior executives to ensure that financial insights support strategic decisions, risk management, and operational performance.

  • Champions continuous improvement, automation, and modernization of financial tools, business processes, and internal controls, reporting practices, and internal processes.

  • Ensures compliance with GAAP, PSAB, and applicable legislation and policy directives.

  • Manages the Finance and Facilities budget and ensures responsible stewardship of organizational resources.

JOB REQUIREMENTS

  • Professional accounting designation (CPA) and a degree in Finance, Business, Economics, or a related field.

  • Minimum of 10 years of progressive experience in financial leadership roles.

  • Demonstrated experience modernizing finance functions and leading high-performing teams.

  • Strong knowledge of public sector accounting standards, budgeting, and internal controls.

  • Effective relationship-building and communication skills to work with senior leadership, external auditors, and oversight bodies.

  • Demonstrated ability to lead with integrity, empathy, and a commitment to excellence.

  • Experience overseeing multiple finance streams including controllership, FP&A, and facilities.
