Job Description:
POSITION PURPOSE SUMMARY:
This position reports to the Director of Shelter and Housing Services and provides oversight and direction for all components of the Men’s Shelter Program, Calgary Navigation & Support Centre, West Desk operations, the Courtyard and perimeter of the Centre of Hope ensuring strategic, operational, business and implementation planning for safe, effective, and efficient provision of faith-focused services.
ACCOUNTABILITIES:
Program:
- Ensures the Men’s Shelter Program, Calgary Navigation & Support Centre, West Desk operations, the Courtyard and perimeter of the Centre of Hope incorporate the values, standards, and philosophy of The Salvation Army and Community Services (Calgary) mission statement.
- Ensures all program components are implemented.
- Develops and updates program operational plans.
- Develops, implements, and evaluates program goals that support the annual program operational plan.
- Ensures best practices are researched and implemented.
- Develops program policies and guidelines.
- Develops program evaluations and commits to quality improvement.
- Develops and maintains program communication plan.
- Researches program possibilities and best practices.
- Researches and implements approved program initiative.
People Management and Human Relations:
- Ensures programs are fully staffed with qualified staff and that staff have the resources to do their jobs.
- Hires, orients, trains, supports, evaluates, and retains direct reports.
- Grows, develops, and coaches direct reports to meet client needs, increase program effectiveness and continuous quality improvement related to programs services.
- Completes payroll supervisory functions inclusive of approving vacation, sick time, timesheets, etc. for direct reports; ensures employees are paid accurately and on-time utilizing The Salvation Army's electronic payroll system and follows all policies, procedures, and practices.
- Effectively utilizes, supports, evaluates, and retains volunteers.
- Ensures compliance with all legislation and workplace policies and practices.
- Ensures that all staff complete mandatory training and/or certifications as required and identifies additional training needed.
- Conducts regular supervision with staff, and ensures that performance reviews are completed, in a timely manner, for all direct reports.
Financial:
- Establishes, maintains, and adheres to the program budgets in compliance with policies, as well as Finance operating and administrative guidelines.
- Completes documents required by Finance in accordance with policies and Finance procedures i.e., purchase requisitions, invoices, and other finance documents.
- Reviews contract(s) in collaboration with Director of Shelter and Housing Services, Director of Business Administration and Executive Director.
- Demonstrates diligent stewardship of resources.
- Monitors clients' rents and works with clients to ensure payment
Health and Safety:
- Identify and implement effective practices for risk management to ensure workplace safety for program staff, minimizing liability and enhancing/upholding the reputation of The Salvation Army.
- Ensure that the equipment, materials, and protective devices are provided and maintained in good condition.
- Ensure compliance with all occupational health and safety legislation and workplace health and safety policies, procedures, and protocols.
Administrative:
- Assures that all programs are aligned with and complies with the Salvation Army Accreditation Standards.
- Works closely with the Grant Writer and Executive Director on all new program proposals.
- Prepares and submits documentation, reports and statistics as required, to Executive Director, funders, and management.
- Creates and maintains an up-to-date position manual.
- Ensures the establishment and maintenance of policies, procedures, and guidelines ensuring compliance with The Salvation Army Territorial standards, policies, best practices, and legal requirements; review policies, procedures and management files annually and as needed.
- Ensures all programs under management are prepared for accreditation, audits, etc. and that program staff are trained in and compliant with best practices and standards.
- Reports significant risk management occurrences to the Director of Shelter and Housing Services.
- Attends Leadership Team and Manager meetings, present program issues, answers questions and prepares reports as required.
- Attends and participates in meetings/events/committees (internal and external) as required.
WORKING CONDITIONS:
- This is a regular, full-time position at 40 hours per week.
- Working environment is in a shelter environment. The incumbent works in generally agreeable conditions such as those found inside office or equivalent work areas.
- May be faced with aggressive and/or disruptive clients.
- On-call 24/7 ,which can affect lifestyle
EDUCATION AND EXPERIENCE QUALIFICATIONS:
Education, Qualifications and Certifications:
- Completion of an Undergraduate University Degree in a related field (e.g., BSW, Community Development, Social Services).
- Police Information Check with Vulnerable Sector Search
- Incumbents with a Social Work diploma or degree must be registered with the Alberta College of Social Workers, per legislated requirements.
Experience and Skilled Knowledge Requirements
- A minimum of three years of experience in the social service sector, including leadership, financial management, program development, and social service management experience.
Skills and Capabilities:
- Planning: proficiency in strategic planning, program development and evaluation.
- Operational/Service Management: sets clear standards and practices to deliver quality services in accordance with accreditation processes, intended program outcomes, and resources; monitors and builds an ongoing continuous improvement and learning environment; attention to detail, problem solving and analytical skills.
- Communication: excellent communication skills (verbal/written); strong sense of integrity and confidentiality with professional ethics and a balanced sense of fairness and flexibility; strong skills in MSOffice 365 (Excel, TEAMS, Word, PPT) to prepare/present information.
- Managerial leadership: Leads with effective change management and staff engagement principles to promote excellence and strong teams; sound management skills including setting direction, managing performance, assessing capability; proven ability to establish and maintain productive relationships with community partners.
Compensation:
The target hiring range for this position is $68,879.24 to $86,099.05 with a maximum of $103,318.86.
Placement in the salary range will be based on factors such as market conditions, internal equity, and candidate experience, skills, and qualifications relevant to the role.
