About the Role:
ATCO’s Real Estate and Facility Solutions (REFS) team is hiring a Construction Program Manager to lead one of our most visible workplace transformations: the multi-year, multi-million-dollar relocation of our head office in downtown Edmonton.
You’ll guide ATCO’s transition from ATCO Centre (10035–105 Street) to ATCO Place Edmonton (10303 Jasper Avenue) in 2028—serving as the owner’s representative and bringing strategy, design, procurement, permitting, construction, FF&E, and readiness into one coordinated program.
Leading external consultants, contractors, and vendors, you’ll own delivery performance—budget, schedule, risk, stakeholder alignment (including regulated entities), and safe, high-quality execution. Reporting to the Director, Real Estate & Facility Services, you’ll protect the owner’s interests from early decisions through closeout and occupancy.
What You Get to Do:
- Own the end-to-end program plan—scope, schedule, budget, resourcing, and delivery governance
- Translate ATCO’s workplace strategy into clear objectives, standards, and measurable outcomes
- Act as the owner’s representative from concept through closeout, commissioning, and occupancy
- Lead procurement and contract strategy—RFPs, awards, negotiations, change orders, and claims
- Direct architects, engineers, consultants, contractors, and vendors to keep delivery aligned and moving
- Provide disciplined financial stewardship—estimates, forecasting, expenditure tracking, and value engineering
- Champion safety and quality on site—set expectations, monitor performance, and close gaps quickly
- Keep schedule and risk tight—milestones, long-lead items, and mitigations that protect the critical path
- Be the hub for stakeholders—clear updates, fast issue resolution, and strong change management
- Lead governance—steering committees, decision briefs, and Executive/Board materials and recommendations
What You Bring:
- Post-secondary education in Architecture, Engineering, Construction Management, or a relevant trade
- 15+ years delivering large, complex commercial/institutional capital projects (including >$70M+ programs)
- Project Management Professional (PMP) designation
- Professional Engineer (P.Eng) designation is an asset
- Strong capability with project controls and delivery tools (scheduling, reporting, document control; CAD exposure is an asset)
- Experience as an owner’s representative in a regulated environment, including governance and regulatory filings/disclosures
- Proven delivery of enterprise workplace relocations and/or major office developments
- Ability to travel up to 20% (including occasional international travel)
- Deep knowledge of delivery models (Design-Build, CM, Lump Sum) and how to choose and manage them
- Strength in construction contracts, change control, claims mitigation, and leading multiple consultants/contractors
- Strong working knowledge of Alberta codes, permitting, and safety requirements
- Strong financial acumen: capital budgeting, forecasting, and cost control
- Executive-ready communication—clear briefs, decisive issue escalation, and stakeholder alignment
- Comfort operating independently in complex, high-ambiguity environments
