Duties:

Reporting to the Director, Facilities Management and Development (FMD) and collaborating closely with Managers, Planning, Design and Delivery, the Associate Project Manager (APM) works as part of the Planning, Design & Delivery Team to plan, design and manage capital development on VIU campuses. The APM:

  • Manages a portion of the projects from the capital portfolio (with an approximate combined budget of anywhere from $1-4 million annually), which includes small- to mid-scale capital projects and departmental moves. They exercise full responsibility over their assigned projects, and exercise tact and discretion in managing project scope, schedule and budget to realize the success of project objectives and deliverables. This may include coordination of construction after-hours on evenings, weekends, or holidays.
  • Manages VIU Service Agreements and contracts, and holds contractors and consultants accountable to meet their contractual obligations.
  • Represents VIU's interests to external stakeholders, agencies, and organizations, such as municipalities, provincial ministries and crown corporations, school districts, health authorities, etc. This includes navigating required permit processes, ensuring regulatory compliance, maintaining quality assurance/quality control and providing oversight of construction site safety to exceed WorkSafe BC requirements.
  • Contributes to the preparation of confidential Business Plan Reports (BPRs) for proposed capital developments for collaboration with and submission to the Ministry of Post-Secondary Education and Future Skills, per the Capital Asset Reference Guide (CARG).
  • Develops project charters for capital planning & project initiatives, and use CAD or BIM to design minor-scale interior renovation projects, as needed by Managers of Planning, Design and Delivery & user groups across the organization.
  • Develops procurement documents, such as NRFPs, RFTs, RFQs etc. in collaboration with VIU Procurement & Contract Services to solicit and engage external consultants, contractors, service providers and suppliers.
  • Develops & manage effective systems and processes to manage technical information, including facilities space inventory, project record drawings, operating & maintenance manuals and similar data. This also includes the development & upkeep of FMD Best Practices, Design Guidelines & Performance Specifications, and other documents & standards.
  • Facilitates planning and collaboration to guide the development of VIU's built environment, and achieve the long-range goals outlined in VIU's Strategic Plan, Operations Plan, Nanaimo Campus Master Plan, annual Five-year Capital Plan, and FMD's short- mid- and long-range goals.
  • Contributes to discussions and provides advice and recommendations to the Director, FMD, in the preparation of conceptual / indicative plans and cost estimates for VIU's Five Year Capital Plan.
  • Works with the Managers, Planning, Design and Delivery in facilitating documentation workflows, communications, meetings, site reviews, and other key processes in the capital project cycle.
  • The APM coordinates the technical review and input from internal subject matter experts during the design of projects, and coordinate shop drawing review & other feedback mechanisms during the construction phase of projects.

Required Qualifications:

Building Engineering or Architectural Technology diploma from an appropriately accredited institution. Minimum six years' experience in: a project coordination or project management role, in which you have been responsible for the planning, design & delivery of capital projects and/or, leading community planning initiatives, projects, studies, surveys, capital program planning, and/or project management for renovations, retrofits, refurbishments, additions, or move coordination. An equivalent combination of education and experience may be considered.

  • Ability to be proactive, self-directed and solutions-based, to achieve broad-based goals & objectives with limited guidance.
  • Strong written and oral communication skills.
  • The ability to simplify technical information using visual references or analogies to communicate with a non-technical audience.
  • Strong experience & proficiency in software including AutoCAD 2016 or newer, Proficiency in MS Office (PowerPoint, Excel, Word, Project), Adobe Acrobat, and other common industry software programs.
  • Class five BC driver's license

Preferred Qualifications:

  • Experience in a BC Post-Secondary Institution or the broader BC Public Sector working in Facilities Management or Capital Planning / Project Delivery is preferred.

  • A degree in Engineering, Construction Management, Technology, Community Planning, Interior Design.

  • Professional Designation of EIT, P.Eng, PMP, AScT, AT.AIBC, MCP, BID.

  • Experience working in ArcGIS, BIM or other vector-based drawing programs. Experience in Unit4 ERP System.

  • Eight or more years' experience in roles described in the "Required" section.

  • Three or more years' experience managing capital design, renovation, retrofit, refurbishment, addition, move coordination and/or new construction projects
