This IBEW Local 636 union position offers competitive total compensation including hiring hourly wage rate of $40.90, OMERS pension, 8 paid sick days and 18 discretionary paid days per year. Per the Collective Agreement, IBEW members have first consideration.

Position S****ummary
Under the direction of the Manager, Information Technology Services, the Systems Analyst, Business Systems and IT Governance will be responsible for optimizing the Town’s business systems, integrating platforms across departments, and strengthening the Town’s approach to IT governance, cybersecurity, and privacy. This position will lead process improvements, manage digital projects, and ensure the tools used are efficient, secure, and aligned with the needs of our community. The Systems Analyst will help with streamlining workflows, mapping user journeys, and implementing new technology to directly enhance service delivery and support a more connected, responsive municipality.
Duties & Responsibilities
Digital Transformation
- Lead the planning, execution, and management of digital transformation initiatives.
- Oversee implementation of new technologies and coordinate infrastructure upgrades.
- Collaborate with stakeholders to identify opportunities for digital innovation and improvement.
- Utilize best practices from other municipalities to guide transformation efforts.
Business Applications Support and Optimization
- Conduct application rationalization to determine which applications should be kept, replaced, retired, or consolidated.
- Implement strategies to optimize business processes and enhance service delivery.
- Ensure seamless integration of new technologies with existing systems.
End User Training and Support
- Develop and deliver training programs to enhance end-user proficiency with new technologies.
- Provide ongoing support and troubleshooting for end-users.
- Foster a culture of continuous learning and improvement.
Cybersecurity
- Implement and maintain cybersecurity best practices to protect sensitive data and systems.
- Work with the Manager, IT Services to ensure compliance with policies, procedures, and regulatory requirements.
- Assist with regular risk assessments and develop mitigation strategies.
- Promote a culture of cybersecurity awareness among staff.
AI and Process Automation
- Lead initiatives to integrate AI and process automation into municipal operations.
- Identify high-impact processes for automation and ensure successful implementation.
- Monitor and optimize automated processes to ensure efficiency and effectiveness.
General IT
- Maintain, monitor, and secure electronic surveillance systems; provide footage and information upon request in compliance with Town surveillance and electronic monitoring policies.
- Participate in cross functional teams to provide insights and recommendations on IT governance and business systems optimization.
- Configure existing business systems to meet evolving organizational needs and improve efficiency.
- Assist other members of the IT division as a backup to ensure continuity of services and support.
Team Member
- Work as a team player promoting a positive and professional work environment and conduct role with integrity and respect.
- Act as an Ambassador throughout the community, positively representing the Town.
- Abide by the policies and procedures of the Town.
- Abide by the Occupational Health and Safety Act, and work in a manner that is safe, reporting incidents immediately to direct supervisor.
- Perform other duties as assigned to meet the overall goals and objectives of the Town.
- Operate within the culture and core values of the organization.
- Maintain knowledge and expertise in relevant fields.
Qualifications and Requirements
- University Degree or College Diploma in Business Systems, Systems Analysis, or related discipline.
- Minimum of three (3) years of experience in business systems optimization, process mapping, continuous improvement, project management, or other related experience.
- Certification, experience, or willingness to obtain certifications such as ITIL Foundation, CBAP (Certified Business Analysis Professional), Lean Six Sigma, or similar frameworks.
- Certification, experience, or willingness to learn project management (Agile, waterfall, PMP, etc.), human-centred design, and service design methodologies.
- Excellent written and oral communication skills with a proven ability to explain complex technical concepts in understandable terms for business users.
- Good time management and organizational skills adept at effectively dealing with multiple competing priorities while consistently meeting deadlines.
- Possession of a valid Ontario Class "G" Driver's License and access to a vehicle for use on corporate business (mileage compensated).
Effort/Physical Demands
- Physical demand requires standing, sitting for long periods and walking.
- Some lifting of computer components and visual attention for detail for lengthy periods of time computing.
- Visual attention for health and safety compliance and personal safety while on the job.
Working Conditions
- Work in standard office environment.
- Normal work week is 35 hours, Monday to Friday with a one-hour unpaid lunch. This is primarily an on-site position with some evening and weekend work as required (e.g., Council Meetings).
- Normal office working environment predominantly however this position will be required to attend remote worksites (Operations Centre, Library, Water and Wastewater Treatment Centre, NSSRC, etc.).
