Human Resources Manager – People & Culture

Greater Vancouver, BC (Hybrid)

Our client is a well-respected, multi-site national wholesale distribution organization with a strong brand, and reputation across the country as an employee-centric organization. With years of success in the Canadian market, they pride themselves on producing and providing exceptional customer service and products to the industrial, commercial and residential contractor marketplace, while always putting their clients and employees first. They have retained Cameron Lappin from the Lock Search Group to partner in their search to find a Human Resources Manager lead this department from their head office.

This is not a traditional HR role focused primarily on policies and administration. While you'll establish the HR foundations: including policies, procedures, and the HRMS, your primary mission is creating a people-first culture where employees feel valued and connected across every branch. During the first 12–18 months, the role will focus approximately 60% on building culture and 40% on HR operations. As the foundation is established, it will naturally evolve to approximately 70% People & Culture and 30% HR Operations, with a greater emphasis on employee engagement, talent development, and fostering a unified, high-performing organization.

Key Responsibilities

Build and lead ECS's People & Culture function, creating a people-first employee experience across all branches. Lead full-cycle recruitment and talent acquisition while strengthening the company's employer brand and candidate experience. Design and implement a consistent onboarding program that sets every new hire up for long-term success. Develop talent management, career development, coaching, succession planning, and learning initiatives that support employee growth. Create and embed a high-performing, collaborative "One Team" culture across head office and nine branches in six provinces. Drive employee engagement, recognition, diversity & inclusion, and internal communication initiatives that strengthen culture and retention. Design and implement a fair, company-wide performance management program supported by the ADP HRMS. Lead the implementation, optimization, and ongoing management of the ADP HRMS as the organization's central people platform. Develop practical HR policies, procedures, and programs that support business growth while maintaining a people-first approach. Serve as a trusted advisor on employee relations, workforce planning, organizational development, and change management. Ensure compliance with provincial and federal employment legislation while partnering with Payroll, legal counsel, and business leaders. Establish a consistent employee experience across every location, making ECS's people-first philosophy a lived reality throughout the organization.

Qualifications & Experience

7+ years of progressive Human Resources experience, including leadership or management responsibilities. Post-secondary education in Human Resources, Business Administration, or a related discipline. CHRP, CPHR, or another recognized Human Resources designation is considered an asset. Proven experience developing, implementing, or enhancing HR programs, processes, and systems within a growing organization. Hands-on experience leading HRIS/HRMS implementations or optimization projects; ADP experience is preferred. Strong understanding of Canadian employment legislation and HR best practices across multiple provinces. Demonstrated success leading talent acquisition, employee engagement, performance management, learning and development, and organizational development initiatives. Exceptional interpersonal, communication, and coaching skills, with the ability to build credibility and influence stakeholders at all levels. A proactive, hands-on leader who combines strategic thinking with a practical, solutions-oriented approach to execution.

The anticipated base salary range for this position is $85,000 - $90,000 annually. The actual base salary for this position may depend on various factors including, but not limited to, the candidate’s qualifications, skills, experience and work location. Your base pay is only one part of your total compensation package, as this position will also be supported with a strong annual bonus incentive plan, extended benefit plan, RRSP Match, & hybrid work environment.
