About The Role Vacancy Status: This posting is for a newly created position.

Reporting to the Business Development Supervisor, the successful candidate will be responsible for acting as a critical liaison between business stakeholders and Information Technology. This position will have a primary focus on understanding business needs, analyzing processes, and translating requirements for a new Microsoft Dynamics365 CRM system. The successful candidate will have experience in supporting enterprise applications and digital initiatives, ensuring solutions are aligned with organizational goals, user needs, and best practices.

Key Responsibilities

  • Engaging stakeholders to elicit, analyze, validate, and document business, functional, and non-functional requirements.
  • Facilitate workshops, interviews, and working sessions to support requirements gatherings and process discovery.
  • Develop clear documentation including business cases, requirements specifications, workflows, use cases, and training materials.
  • Perform gap analysis and support current state and future state process design.
  • Support the implementation, configuration, and enhancement of enterprise systems.
  • Collaborate with technical teams to ensure solutions meet business requirements and are feasible, scalable, and supportable.
  • Participate in system testing, user acceptance testing (UAT), and defect resolution.
  • Support system rollouts, user training, documentation, and change management activities.
  • Ensure alignment with corporate standards, security requirements, accessibility, and privacy legislation.
  • Liaise with external vendors to fulfill their production support requirements.
  • Assisting with training on new systems or modifications to existing systems.
  • Support continuous improvement initiatives and digital transformation projects.
  • Perform other duties as assigned, including those specific to the department.

What you bring

  • College diploma/University degree in Information Technology, Business Administration, or related field or possess the equivalent education and experience to the satisfaction of the Chief Information Officer of the Information Technology Division.
  • A minimum of three years experience as a Business Analyst or similar role in an IT or enterprise systems environment, preferably in a municipal setting.
  • Strong experience with business process analysis, requirements documentation, and solution design.
  • Familiarity with enterprise applications such as CRM systems, Microsoft 365 (including Dynamics, SharePoint, Power Platform), or similar platforms.
  • Working knowledge of SDLC, Agile and/or Waterfall project methodologies.
  • Experience with data analysis, reporting, and basic SQL or system querying is considered an asset.
  • Ability to conduct independent research to solve problems and recommend innovative solutions.
  • Ability to apply knowledge and experience to determine priorities, coordinate work, and manage time effectively.
  • Proven analytical, organizational, research, time management, and problem-solving skills.
  • Advocate of design thinking and human-centered design.
  • Excellent communication and interpersonal skills, with a strong customer service orientation.
  • Ability to work independently and within a cross-functional team environment, prioritize work assignments, and manage tasks within strict timelines.
  • Must be legally entitled to work in Canada.

What we offer

  • Salary: $82,663 to $94,949 – Code 12 of the 2026 Inside Collective Agreement.
  • A pension program to support long-term financial security.
  • This position is currently eligible for a flexible work arrangement option. Further details on this program will be discussed through the selection process.
  • Hours of work: 35 hours per week

Additional Information A satisfactory criminal record check and proof of qualifications will be required for the successful candidate.

Pre-employment testing may consist of written and oral assessments. To be considered successful, candidates must achieve a minimum score of 60% on each test. The highest score attained across the assessments will be used in the final award decision.
