Job Description:
Purpose of Position
As a member of the senior IT leadership team, the Director, Software Engineering is accountable for the delivery of innovative application services, enterprise software and data architecture, business intelligence, and AI solutions in support of FSRA’s technology and business strategies.
To lead and mentor software engineering teams, overseeing the entire software development lifecycle to deliver high-quality, scalable software solutions aligned with FSRA’s business strategy.
Key Responsibilities
Strategic Visioning and Planning:
- Provides leadership and oversight for the design, development, and implementation of digital business solutions, including the full software development life cycle (SDLC), standards, methods, tools, and processes to enable FSRA’s short- and long-term priorities.
- Directs programs to design, maintain, and govern enterprise software and IT architecture to ensure scalability, integration, and alignment with FSRA’s business strategy.
- As part of FSRA’s leadership team, contributes to enterprise-wide strategy, participates in the development of tactical and strategic plans, and provides leadership in delivering programs, services, and technology initiatives that advance FSRA’s modernization and transformation agenda.
- Plans, oversees and leads the delivery of a full range of initiatives and services including the development of roadmaps, plans and timelines for application development and transition from legacy environments to modern technologies, platforms and methodologies.
Process Improvement:
- Leads research, evaluations and adoptions of new strategic technologies and best practices to enhance the performance and security of the IT systems and services and anticipates future trends and challenges, creating adaptable strategies.
- Implements fit-for-purpose methodologies, tools and processes across the full software development life cycle, to support effective and rapid delivery of business value.
Project & Process Management:
- Leads the planning, management and delivery of programs/services/initiatives, ensuring consistency with overall department performance measures, standards, and best practices and integration with overall FSRA directions.
- Leads and/or participates on projects within the department to represent Application Services and Engineering interests in decision making.
Cross-functional Collaboration:
- Provides program/service/initiative expertise and advice to FSRA management and staff in order to provide software solutions and respond to issues and risks to achieving FSRA mandate; providing evidence-based recommendations for change including presenting technical concepts using non-technical language.
- Collaborates with the executive leadership team in developing and managing the technology budget, ensuring that resources are allocated effectively and efficiently.
- Collaborates with the Chief Information Officer in developing overall department/sub-function operational plans and the development and reporting on performance metrics, program effectiveness, risks and impacts related to section, department and overall FSRA matters.
- Develops and manages relationships and consultation with Application Services and Architecture stakeholders to identify trends, issues and priorities.
- Works in collaboration with colleagues on department priorities for FSRA.
Technical Oversight:
- Leads the development of strategies for selection of, and transition to, modern technologies and platforms in alignment with the IT and overall FSRA strategy and priorities and enables the move towards modern ways of delivering IT services.
- Drives the integration of AI into various software platforms, fostering innovation and ensuring that AI capabilities align with FSRA business goals; actively promotes and champions democratization of AI throughout FSRA.
Team Leadership & Mentorship:
- Champions and leads critical change and a new collaborative, forward thinking culture within the department, and works with others to achieve this across the department.
- Leads staff to support an environment and culture of service excellence which respects diversity, encourages all employees to work together to achieve results and contribute to a healthy, rewarding and productive working environment where personal and team accountability are key to meeting the mandate of FRSA.
- Builds a forward-looking strong team including hiring, succession planning, orienting and training of staff, determination of performance standards and conduct of performance reviews, managing employee relations matters.
Delivery & Quality Assurance:
- Manages business risk, as it relates to application services, as a function of quality, availability, reliability, obsolescence, scalability and cost.
- Drives strategic portfolio analysis and resource alignment to enable data-driven decision making.
- Promotes and drives innovation and continuous improvement throughout the IT department and across FSRA.
Qualifications
Education and Experience
- Degree in Computer Science, Engineering, Information Technology, or related field, or with equivalent experience
- 8 - 10 years’ experience in planning and leading software development teams and managing the design, development, testing and implementation of various types of systems and databases and applications software solution programs, services, initiatives for a midsize or a large organization at a senior level.
- Proven experience with modern software development techniques and strong project, change management and program management experience working on complex projects across multiple teams and stakeholders, with a focus on innovation and continuous improvement.
- Relevant experience in the financial industry, is an asset.
Knowledge and Skills
- In-depth knowledge of business solutions design and development, infrastructure/IT operations management; software and hardware/IT environments; Systems Development Life Cycle and associated concepts and tools; cloud computing, and modern development practices and architecture and related concepts and governance environments.
- Extensive experience in software development, technology leadership, and managing complex projects.
- Knowledge of modern technologies, platforms and methodologies with the ability to align software engineering efforts with FSRA’s strategic goals and make informed trade-offs between business needs and technical constraints.
- Skilled in championing service excellence, innovation and efficiency with proven ability to creatively problem-solve.
- Strong relationship management and interpersonal skills with the ability to persuade and influence others at all levels of the organization where formal authority may not exist.
- Effective facilitation, negotiation and conflict resolution abilities to develop and build consensus to meet the needs of FSRA.
- Leadership skills to directly supervise all leadership positions and establish individual goals as well as build and lead high-performing teams, ensuring that all team members are aligned with the strategic vision and collaborating to achieve organizational results.
- Strong verbal and written communication skills, including interacting with senior executives and communicating technical concepts in business terms.
- Excellent analytical skills and detail-oriented to direct and oversee the management of a variety of projects and measure project performance.
