COMPANY OVERVIEW

The Prairie Payments Joint Venture (PPJV) is a joint venture owned by three Prairie centrals created to digitally transform and modernize payment services for credit unions in the Prairies. PPJV’s goal is to ensure prairie credit unions are competitive in payments and have access to efficient, modernized payments processing infrastructure.

ROLE SUMMARY:

Prairie Payments Joint Venture (PPJV) is seeking a Manager, Application Development, to lead day-to-day delivery across development teams and ensure consistent execution across the full software delivery lifecycle. This role is accountable for overseeing development activities, aligning delivery plans with architectural direction, and ensuring work is delivered on time with the right level of quality, security, and documentation.

To ensure success as a Manager, Application Development, the candidate has a strong mix of people leadership, delivery management, and technical depth. The Manager, Application Development can remove roadblocks quickly, maintain clear accountability across teams, and stay hands-on when needed to ensure outcomes are met, including code quality, audit readiness, and production stability.

KEY RESPONSIBILITIES

  • Lead and oversee all application development activities, ensuring delivery aligns with business priorities, architectural standards, and security expectations.
  • Partner closely with Architects to translate solution direction into actionable delivery plans, technical approaches, and development standards.
  • Own delivery execution across the SDLC, including requirements readiness, design reviews, build, testing coordination, deployment readiness, and operational transition.
  • Manage team capacity and resource planning, including work intake, prioritization, assignment, and balancing planned work with operational support needs.
  • Maintain delivery schedules, manage dependencies, and ensure teams meet timelines through active risk management and proactive issue resolution.
  • Remove roadblocks by coordinating across teams such as Infrastructure, Security, QA, Release Management, and external vendors.
  • Ensure strong engineering practices are followed, including code reviews, branching strategies, build quality gates, and consistent Definition of Done.
  • Be hands-on when required, including assisting with design decisions, troubleshooting complex issues, reviewing critical code, and supporting incident resolution.
  • Establish and enforce development policies, standards, and procedures, ensuring teams follow them consistently across products and environments.
  • Ensure security-first practices are embedded into delivery, including secure coding expectations, threat-aware design, least privilege access, and appropriate security reviews.
  • Ensure audit and compliance requirements are met, including evidence collection, traceability, change control, and alignment to internal governance expectations.
  • Monitor and improve team performance through coaching, feedback, and continuous improvement, with a focus on quality, predictability, and ownership.
  • Work with leadership and stakeholders to provide clear reporting on progress, risks, timelines, and decisions.
  • Stay current with emerging technologies and recommend adoption where appropriate.

KEY SKILLS AND EXPERIENCE REQUIREMENTS

  • Bachelor’s degree in computer science, Information Technology, or related field (or equivalent experience).
  • Minimum 5–7 years of progressive experience in application development, including 2–3 years in a leadership or managerial role.
  • Strong understanding of SDLC execution and modern delivery practices, including Agile planning, release management, and multi-environment deployment readiness.
  • Proven experience leading teams to deliver complex software initiatives with strong accountability to timelines, quality, and stakeholder expectations.
  • Experience partnering with Architects and senior technical leaders to align delivery to architecture, standards, and long-term platform direction.
  • Strong working knowledge of code quality practices including code reviews, automated testing expectations, and maintainable design patterns.
  • Demonstrated experience implementing security-first delivery practices, including secure development standards and collaboration with security teams.
  • Experience supporting audit and compliance needs in a regulated environment, including change control, evidence, and traceability.
  • Strong communication skills with the ability to translate technical delivery details into clear updates for both technical and non-technical stakeholders.
  • Strong organizational skills and the ability to manage competing priorities, operational interruptions, and delivery commitments.
  • Comfortable working with vendors and partners where needed to support delivery outcomes.
