THE OPPORTUNITY

The Maintenance Worker - Eco Centre will perform functions with a focus on environmental responsibility, safety and customer service. It is expected that this position will provide an optimal customer service while guiding facility users in proper use of the Eco Centre. Some off-site work will also be required. Employees in this position perform semi-skilled manual work, operate vehicles, operate small and minor equipment, and perform minor bookkeeping while accomplishing all operations and maintenance tasks required to deliver the prescribed programs and services in the operation of the City of Spruce Grove Eco Centre. This position reports to the Supervisor of Waste Programs.

This is a permanent, part-time role. The Eco-Centre operates seven (7) days a week so weekend availability may be required. This position is part of the International Union of Operating Engineers (IUOE).

The hourly rate for this position is:

Step 1: $31.68
Step 2: $32.33
Step 3: $33.14
Step 4: $33.98

RESPONSIBILITIES

  1. Customer Service/Client Relations
  • Greet and educate facility users on the proper use of the services offered at the facility and the traffic circulation in effect.

  • Respond to public inquiries in a polite and courteous manner.

  • Provide required assistance or solutions to address issues as they are encountered.

  • Inform all facility users of the policy and rate structure pertaining to site User Fees.

  • Assist facility users in disposal and recycling materials management while on site.

  • Collect appropriate fees as per the established fee schedules.

  • Develop and maintain ongoing positive working relationships internally with various City departments.

  • Provide positive leadership to less experienced Eco Centre staff.

  • Monitor contractors working on site to ensure they are working safely and that their work is to the City's specifications.

  1. Program Execution and Development
  • Carry out assigned tasks in accordance with all regulatory and guidance documents.

  • Conduct surveys and gather statistics as requested by the supervisor.

  • Complete reports related to facility use.

  • Sort Household Hazardous Waste materials as required to maintain proper storage and disposal.

  • Complete materials disposal preparation as required for specific materials as they are received from the facility users.

  • Coordinate shipping and receiving of materials to final disposal.

  • Verify the quantities of materials sent from the Eco Centre.

  • Prepare and verify manifests, waybills and invoices.

  • Receipt, inventory, construction, delivery and repair of residential waste carts.

  • Dismantle collected carts and prepare them for shipment to recycle facility.

  • Maintain, clean and keep organized the facility, equipment, and vehicles.

  • Participate in site safety inspections.

  • Participate in the planning and execution of facility program operations procedures.

  • Operate small equipment to maintain materials control and facility organization.

  • Provide manual labor to handle materials disposal and maintain yard and facility cleanliness.

  1. Equipment Operation
  • Deliver, repair and collect carts using vehicle assigned to that task.

  • Snow removal in Eco Centre yard using compact loader, snow thrower, backpack blower, shovel and/or hand brooms.

  • Ice control using sand, chips manual removal and ice melter materials.

  • Yard maintenance consisting of loose debris management, yard sweeping, litter pick using hand tools and appropriate powered equipment.

  • Inspection and minor maintenance of tools equipment and/or vehicles.

  1. Documentation
  • Maintain basic Eco-Centre records.

  • Establish basic data recording spreadsheets and forms

  1. Maintenance of vehicles, equipment and hand tools
  • Daily routine inspection and minor maintenance of tools equipment and/or vehicles.

  1. Other Duties
  • Understand and adhere to City policies, procedures and standards, whether written or implied, as amended from time to time.
  • Contribute to a positive safety culture by always acting in a safe manner and complying with City safety policies and procedures for staff and contractors.
  • Act as a steward of the City's Corporate Culture by following the “Values, We Live By”.
  • All employees shall always act in a safe manner and will report on any unsafe conditions, procedures or acts for the benefit of the City. Continual adherence to the City Safety Policy is mandatory.
  • Employees are expected to stay current on WHMIS and other safety-related procedures.
  • Complete training and development provided to improve or increase individual competencies related to position responsibilities.
  • Perform other related municipal duties.

QUALIFICATIONS

Required Qualifications:

  • High School Diploma or GED.

  • Minimum of one (1) year of related experience.

  • Minimum of one (1) year of experience in a front-line customer service position.

  • A combination of education and experience may be considered.

  • Previous experience in solid waste management operations.

  • Experience with point-of-sale devices (cash register, Moneris, etc.).

  • Physical strength and agility sufficient to perform the work of this position.

  • Basic awareness of occupational hazards and controls applicable to the work.

  • Ability to support decisions and recommendations with clear reasoning and accurate, relevant information.

  • Ability to work both independently as well as within a multifaceted team environment.

  • Knowledge of the methods and ability to operate assigned tools, vehicles and equipment.

  • Willing and able to complete in-house training requirements in all applicable areas of operations.

  • Experience using mobile devices.

  • Knowledge of basic recycling program requirements.

  • Excellent interpersonal skills.

  • Good problems solving skills

  • Ability to exercise tact and diplomacy in interpersonal dealings which may be difficult, highly sensitive and confidential and may involve exposure to the media or public criticism.

  • Good knowledge of Microsoft Outlook, Word and Excel.

Asset Qualifications:

  • First Aid Certification.

  • Municipal experience.

  • Related experience in solid waste operations

  • Formal equipment operations training or experience.

CONDITIONS OF EMPLOYMENT

  • Valid Alberta Class 5 Motor Vehicle Operators' License is mandatory.

  • Must obtain a satisfactory review of a three-year Driver’s Abstract, with a maximum of six demerits.

  • First Aid certification, however, candidates without certification must be willing to obtain it once hired.

Working Environment:

  • Overtime may be required
  • Requires work outdoors in all conditions, working in an office environment, working in shop work bays and in proximity to active vehicular traffic.
  • Exposure to noise levels that may exceed 85 decibels.
