Oil sands development is an important component of CNOOC International’s global portfolio. In Canada, CNOOC Petroleum North America has interest in more than 300,000 acres in the Athabasca region – one of the largest deposits of Canadian oil reserves, where we use technologically advanced production processes such as Steam Assisted Gravity Drainage (SAGD). Our Long Lake facility, located in northern Alberta just south of Fort McMurray, began producing in 2008 and is a SAGD-only operation for the interim, with production capacity of around 72,000 barrels of bitumen a day.

This position is classified as a Safety-Sensitive Position. In this role, you will participate in our 14x14 shift schedule which requires you to work fourteen 12-hour day shifts (7am – 7pm), followed by fourteen days off. Schedules are based on business needs and subject to change. We offer free parking at our site or if you’d like us to take the wheel, you can use our daily bus service to/from Fort McMurray.

Therefore, We are seeking a motivated Technical Service Manager to join our dynamic team in Fort McMurray, Alberta. This important role will be instrumental in leading a multidisciplinary engineering team to ensure the long-term reliability, integrity, and performance of the Long Lake Oil Sands facility. You will play a key role in overseeing asset integrity programs, driving early-phase project development, and providing technical leadership to support safe, efficient, and compliant operations.

Your Background

  • Bachelor's degree in Engineering (Mechanical or Process engineering preferred); P.Eng designation required.
  • 10+ years of relevant engineering experience, with at least 3 years in a leadership or management capacity.
  • Strong understanding of asset integrity principles and SAGD or Upgrader process
  • Demonstrated experience working in oil sands or heavy oil operations is strongly preferred.
  • Excellent communication, decision-making, and strategic thinking skills.

Your Role with Our Team

  • Lead and develop a high-performing team of engineers across multiple disciplines to support oil sand asset.
  • Oversee the asset integrity management system (AIMS) to ensure fitness-for-service of static, rotating, and electrical assets throughout their lifecycle.
  • Provide engineering governance for Management of Change (MOC), Root Cause Analysis (RCA), and Risk-Based Inspection (RBI) processes.
  • Guide reliability improvement initiatives to reduce downtime, enhance equipment availability, and optimize maintenance strategies.
  • Lead identification of operational bottlenecks, reliability gaps, and optimization opportunities within the facility.
  • Direct development and screening of improvement concepts using operational data, process modeling, and lessons learned from past projects.
  • Review and approve technical documents, design packages, and repair strategies to ensure quality and regulatory compliance.
  • Serve as the technical focal point for troubleshooting critical plant issues and identifying long-term mitigation strategies.
  • Support development projects team by providing technical review, feedback and 3rd party engineering evaluation.
  • Ensure alignment between engineering support and operations, maintenance, HSE, and project teams.
  • Collaborate with SCM and Projects in selecting technical vendors and reviewing design deliverables.
  • Monitor industry developments and apply new technologies or practices to improve asset performance and safety.
