This IBEW Local 636 union position is an existing vacancy and offers competitive total compensation including starting hourly wage of $40.90 (35 hours/week), OMERS pension, 8 paid sick days and 18 discretionary paid days per year.

Position S****ummary
Reporting to the Manager of Information Technology Services, the Systems and Process Project Administrator is an application specialist who reviews, analyzes, and evaluates corporate needs to design solutions that support overall business strategies and organizational growth. The Systems and Process Project Administrator will identify the costs and requirements, evaluate, and confirm potential solutions as well as design implementation schedules and procedures. This role will document system requirements, define scopes and objectives, and assist in the creation of system specifications that drive system development and implementation. The Systems and Process Project Administrator will value the importance of customer service and service delivery among the highest priority, while maintaining the highest standards of information security according to industry best practices. This is primarily an on-site position, with some evening and weekend work required.
Duties & Responsibilities
- Work with Town staff to understand corporate user requirements, procedures and problems to champion innovative solutions, improvements to existing systems and automation.
- Support of corporate enterprise systems Microsoft Dynamics GP/Diamond Municipal, and other integrated FIS systems.
- Support and implement Microsoft SQL Server, Azure Servers, EntraID, and other cloud platforms.
- Develop, implement and manage projects focused on improving business processes related to the development, maintenance, access and use of databases and reporting systems such as document management, work program management, scheduling and estimating systems.
- Develop and introduce new or modified processes or systems which requires working with various groups and working between the groups to solve controversial problems regarding different requirements arising in the various settings and assuring cooperation and agreement for implementation of new procedures and systems.
- Review and analyze existing and proposed computer systems to understand capabilities, conflicts, scheduling, and workflow limitations, and make recommendations, including upgrading to/and purchasing new equipment or software packages. Identify gaps and shortcomings in solutions, and determine necessary integrations, workarounds, or changes to the solution.
- Maintain, test, and monitor computer systems and programs while coordinating installations of new programs and systems.
- Document, develop and revise system design procedures, test procedures, and quality standards.
- Document analysis outcomes using formal techniques such as workflow diagramming.
- Conduct project research utilizing case analysis, process mapping, and conceptual information/data modeling amongst other analysis tools.
- Conduct software assessments and cost benefit analysis to determine if proposed software meets business needs.
- Develop and assist with the development of business cases to properly justify projects or efforts intended to bridge the gap between the business needs and an implemented solution.
- Carry out activities such as preparing RFPs, solution architecture and design, build, system test or technical acceptance from vendor, user manuals, technical documentation, and solution deployment as required.
- Assist with usability and solution acceptance testing to ensure agreed upon requirements are properly supported by the delivered solution and conduct Threat Risk Assessment (TRA).
- Assist staff in resolving technology-related problems, such as programming errors and malfunctions, and train users on computer programs and systems.
- Assist with performing production application support as needed.
- Assist with defining and maintaining operational support models and related roles and responsibilities across the Technology, business stakeholder, and external vendor support teams as needed.
- Assist with other IT support duties as required.

Qualifications and Requirements
- University Degree or College Diploma in IT Systems Analysis or related field.
- Three (3) to five (5) years of direct related experience as a Business or Systems Analyst in a complex, multi-system environment.
- Demonstrated experience with complex systems integration project management or implementation experience required.
- Demonstrated effective experience with leading requirement workshops and conducting Joint Application/Analysis Design (JAD) sessions.
- Proficient in architecting and managing cloud solutions using Azure services such as Azure Virtual Machines, Azure SQL Database, Azure Blob Storage and Entra ID (Active Directory), Windows Workstations and SharePoint Online.
- Extensive experience in the deployment, configuration, and management of Windows Server versions 2016, 2019, and 2022.
- Experience with Microsoft Dynamics GP, Diamond Municipal World, Asset Management Software and other enterprise applications is highly preferable.
- Project Management Professional (PMP) certification preferred.
- Understanding of Industry Best Practices with regards to Cyber Security, Zero Trust, segregation of duties, experience with NIST, CIS or other Cyber Security Frameworks considered an asset.
- Practical knowledge of agile methods and traditional (waterfall) methods would be an asset.
- Expertise with all aspects of the software development life cycle along with strong organizational and presentation skills.
- Deep understanding of data communications and networking, with experience in designing and deploying network infrastructure.
- Exceptional written and oral communication skills, with a focus on rapport-building, listening, and questioning skills, and present ideas in user-friendly language.
- Ability to absorb and retain information quickly, and conduct research into a wide range of computing issues as required.
- Ability to work in a team-oriented, collaborative environment.
- Ability to effectively prioritize and execute tasks in a high-pressure environment.
- Highly self-motivated, inquisitive and possess a solutions-based mindset.
- Keen attention to detail, with proven analytical and problem-solving abilities.
- Able to travel to various locations; and able to work evenings, weekends and holidays, on-call rotation and/or shift work. Possession of a valid Ontario Class "G" Driver's License and access to a vehicle for use on corporate business (mileage compensated).

- Physical demand requires standing, sitting for long periods and walking.
- Some lifting of computer components and visual attention for detail for lengthy periods of time computing.
- Visual attention for health and safety compliance and personal safety while on the job.
Working Conditions
- Normal work week is 35 hours, Monday to Friday with a one-hour unpaid lunch. This is primarily an on-site position with some evening and weekend work as required (e.g., Council Meetings).
- Normal office working environment predominantly however this position will be required to attend remote worksites (Operations Centre, Water and Wastewater Treatment Centre, Rec Centre, etc.).
