The Ministry of SaskBuilds and Procurement, Supply Chain Excellence Branch within the Procurement Management Division is seeking to fill the role of Training and Education Manager. This position will allow you to leverage your organizational and educational leadership skills with an organization that holds deep-rooted values of Respect and Integrity, Serving Citizens, Excellence and Innovation, and Acting as One Team
This role is based in Regina and reports to the Director of Communities of Expertise. The Communities of Expertise unit is responsible for providing procurement advice, training, reporting, and advancing policies and strategic initiatives while building and maintaining relationships with procurement partners.
The training and education team develops and delivers comprehensive training programs to enhance users' skills and knowledge of both government procurement policies and processes and the supply chain modules within the Government Enterprise Modernization (GEM) system. This focus on continuous education ensures employees and suppliers are well-equipped to understand procurement and maximize the benefits of this advanced cloud-based platform.
The successful candidate will be able to:
- Lead, develop and deliver procurement training material, available to all GOS including Ministries, Agencies, Crowns and the MASH sector and well as external procurement training for vendors across Saskatchewan.
This includes developing the training strategy for GEM system-related procurement functions across government. Ensure all roles across the Procurement Management Division and all roles performing procurement functions within all Ministries are equipped to undertake their GEM-related duties in alignment with agreed policies and processes.
- Lead in the delivery of the facilitated training sessions both in-person and virtual.
- Assess impacts and changes required to training materials required due to regular updates to the GEM system.
- Continuously improve training program content and delivery based on changes to Trade Agreements, policy and process as well as feedback from ministries, leadership, and trainees.
- Identify through market research and analysis the best delivery model for each training need, including train-the-trainer, virtual learning, in-person learning, e-learning, educational resources, and in-house and outsourced training.
- Design and develop on-demand e-learning modules to support flexible, scalable access to procurement education.
The successful candidate will have knowledge of:
- Knowledge of procurement best practices, training program delivery, trade agreements, contract law, and contract negotiations;
- Strong communication, relationship-building, and customer service skills to work effectively in an evolving environment; and
- Excellent project management, problem-solving, analytical, and organizational skills, along with a strong attention to detail;
Typically, candidates will obtain the knowledge and abilities required for this position through a combination of relevant experience and education related to procurement, customer service, business management, and training or service management. Our candidate of choice will be a skilled communicator with a demonstrated ability to distill technical information into easily understandable and concise communications and resources.
