This position is eligible for a hybrid work model. When attending an event or meeting in person, your primary office location will be based out of SIMS location. Work location is subject to change at the discretion of the City due to operational demands. Effective 2026 this role will be required to be on site 50% of the time each month.
Position Overview
The Manager, Investments is responsible for the strategic oversight and management of the City of Burlington’s investment and debt programs. This role leads the development and monitoring of cash flow forecasts for all City funds, manages the City’s debt portfolio in coordination with regional partners, and develops, recommends, and implements investment strategies that support the City’s financial objectives.
The position ensures all investment and debt activities are conducted in compliance with municipal policies, procedures, by-laws, and applicable provincial and federal legislation and regulations. This position is also accountable for the development, maintenance, and continuous improvement of investment and debt management policies, procedures, and internal controls.
In addition, this role monitors economic conditions and capital market trends, providing technical expertise and strategic advice to support informed financial decision-making. Overall, this role is integral to maintaining a strong governance framework and ensuring the prudent, effective, and sustainable management of the City’s investments and debt obligations.
Responsibilities
Cash and Liquidity Management
- Lead and oversee consolidated cash flow forecasting for all City funds to ensure compliance with minimum cash balance requirements, restrictions on funds, and established internal control standards.
- Develop and implement strategies, procedures, and best practices to optimize liquidity, reduce excess cash holdings, and support effective cash and foreign exchange management.
- Manage the City’s debt portfolio, including maintaining the Debt Management Policy, reviewing debt forecasts, monitoring repayment limits, and coordinating debenture issuances in collaboration with regional partners.
- Monitor economic conditions and interest rate trends to inform debt structure and timing, and provide strategic advice and recommendations to senior leadership to support sound financial decision-making.
Portfolio Development, Strategy, and Management
- Develop and recommend investment strategies that align with the City’s funding requirements, risk tolerance, and capital plans, and maintain the Investment Policy in compliance with the Municipal Act, applicable regulations, and approved eligible securities.
- Manage the City’s investment portfolios across money market and fixed income instruments, including decisions related to term structure and credit mix.
- Oversee investment transactions through approved counterparties and provide buy/sell recommendations to optimize returns and manage financing costs within approved policy parameters.
- Monitor portfolio performance and compliance against established benchmarks and strategies, maintain accurate portfolio records and accounting, and prepare statutory, management, and Council reports, including quarterly investment and cash flow reporting.
Banking and Brokerage Relationship Management
- Manage relationships with the City’s banking and brokerage partners, including periodic service reviews, procurement processes, and tendering of banking and safekeeping services in accordance with municipal by-laws and procurement requirements.
- Negotiate service fees, review and administer banking agreements, and ensure compliance with the City’s Procurement and Investment policies.
- Maintain active engagement with financial institutions to remain current on market developments, investment products, and industry practices, and monitor transaction activity and broker performance to support informed decision-making and policy compliance.
Administrative and Corporate Responsibilities
- Serve as the City’s primary advisor on investment and debt management matters, collaborating with internal stakeholders and external partners and representing the City within the investment community and with peer municipalities.
- Oversee section operations to ensure compliance with internal controls, by-laws, policies, and procedures, and ensure the secure handling and management of financial information in accordance with corporate standards.
- Contribute to corporate and cross-departmental initiatives and provide presentations, analysis, and guidance related to cash flow management, investments, and debt programs.
Requirements

Education:
- Four (4) year University Degree in Finance, Economics, Business or related discipline
- Completion of Chartered Financial Analyst (CFA) designation from the CFA Institute
- Completion of Canadian Securities Course (CSC) from the Canadian Securities Institute (CSI)

Experience: More than 4 years up to 7 years

Other Skills:
- Intermediate/Advanced knowledge of Microsoft Office software (Outlook, Excel, Word and PowerPoint)
- Advanced knowledge of Bloomberg Terminal functionality
