Position Summary

Reporting to the Director of Laboratory Medicine, the Manager, Infection Prevention and Control (IPAC) is responsible and accountable for the leadership, implementation, operationalization, management and evaluation of the organization's Infection Prevention and Control Program. The role ensures the effective implementation and ongoing monitoring of federal, provincial, regional, and local legislation, standards, best practices, and quality improvement initiatives to advance patient, staff, physician, volunteer, and visitor safety across Brant Community Healthcare System (BCHS).

The Manager, IPAC provides strategic and operational leadership for the organization's infection prevention and control program, including surveillance, outbreak prevention and management, policy development, education, quality improvement, and performance measurement. The position is responsible for developing and maintaining a comprehensive quality measurement framework that supports the sustainable delivery of safe, evidence informed, and high quality care.

Working collaboratively with clinical and non-clinical leaders, physicians, public health authorities, and external partners, the Manager, IPAC ensures compliance with applicable legislation, Accreditation Canada standards, and recognized infection prevention and control best practices.31

Primary Responsibilities

Surveillance and Epidemiology

Support surveillance activities, including review of microbiology reports, patient charts, and unit rounds to identify trends, clusters, and outbreaks Assist with analysis and interpretation of data to support prevention and control of healthcare-associated infections, outbreaks, adverse events, and other epidemiological outcomes Support investigation of infection clusters and outbreaks and implementation of prevention measures Ensure compliance with the Health Protection and Promotion Act (HPPA) for reporting communicable diseases (e.g., reporting to Grand Erie Health Unit) Liaise with regional hospital partners and external organizations (e.g., Public Health Ontario)

Quality Improvement & Education

Lead the development, implementation, evaluation, and maintenance of quality improvement initiatives aligned with organizational goals Participate in infection control-related research projects (independently or collaboratively) Assist in the development of educational programs and resources for healthcare providers, staff, and patients Monitor outcomes, analyze trends and risk factors, and develop action plans to address identified issues Utilize systematic surveillance approaches to assess effectiveness of prevention strategies and align findings with corporate quality improvement activities Ensure mandatory reporting and communication with internal and external stakeholders (e.g., MOHLTC, public health agencies)

Support implementation of changes required by regulatory bodies

Financial Management & Human Resources

Manage budget, inventory, scheduling, and payroll processes

Lead recruitment, performance management, coaching, and development of IPAC staff Participate in Manager on-call rotation Co-chair IPAC Committee and participate in internal/external committees Oversee reporting of healthcare-associated infection rates and compliance requirements Communicate IPAC updates and outbreak management to senior leadership Plan, develop, and monitor operating and capital budgets; report variances to the Director Identify cost-saving opportunities and manage expenditures within approved budgets Support procurement processes (e.g., RFPs/RFIs) for capital and consumable items Oversee IPAC considerations in construction, renovation, and maintenance activities

Mandatory Qualifications

Minimum of 5 years of progressive experience in infection prevention and control, including leadership responsibilities in a unionized environment. Bachelor's degree in a related healthcare discipline, such as Nursing, Health Sciences, Public Health, Epidemiology, Health Administration, or Medical Laboratory Science. An equivalent combination of education and relevant experience may be considered. Must be a Regulated Health Professional in good standing with the applicable regulatory body. Certification in Infection Control (CIC) is required. Demonstrated ability to prioritize workload and function in a changing and sometimes demanding work environment Independent thought leadership - able to work independently, make timely decisions and drive solutions forward under pressure.
