Join the Project Planning and Delivery (PPD) Group in an exciting opportunity to provide technical leadership to the Ontario Clean Water Agency and its clients on water/wastewater related infrastructure. As a senior engineer within the PPD team, you will lead projects, support Agency initiatives, mentor colleagues, assist with the development of value-add services, foster client relationships and develop business opportunities. The PPD team is OCWA's internal consulting group responsible for the identification, design, project management, construction oversight, permitting and funding support of projects in support of our Regional Hub Operations business.

About the job

In this role you will:

  • Provide engineering services and lead projects related to the development, design, construction and commissioning of municipal water, wastewater, biosolids and/or stormwater projects.
  • Act in a water/wastewater consulting role by advising clients on matters related to engineering, contractor management, environmental compliance, capital planning, rates setting,
  • Prepare engineering and project management proposals for clients' consideration and work with business development and marketing staff to provide technical content to proposals for clients
  • Provide onsite and remote technical, project management and engineering advice, expertise, support and guidance across OCWA's Ontario based clients by working alongside our local regional operations teams. Develop scope and costing estimates, specifications, tendering documents, technical reports and approvals requests for projects; provide contract administration for construction projects and comply with standard engineering practices.
  • Communicate with internal and external clients by preparing technical reports/memos and presentations with clear recommendations and defined solution pathways.
  • Act as the project manager by leading project engineers to provide water and wastewater engineering, construction administration and consultative services to clients. Take responsibility for the to delivery of successful projects by establishing project objectives, monitoring project risks and ensuring that project timelines and budgets are being met
  • Work with and manage external engineering consultants to complete designs, permit applications, technical assessments, construction implementations and other technical documents to ensure compliance with legislation and standards.
  • Develop project opportunities and foster client and industry relationships in support of the Agency's business goals.

What you bring to the team

Mandatory requirements

  • Licensed Professional Engineer in good standing with the Professional Engineers of Ontario (PEO) (Mandatory to provide copy of PEO QR code as proof of license with application)
  • Chemical/Civil/Environmental/Water Resources Engineering degree from a well-recognized engineering university will be considered as an asset.
  • A valid ‘G' driver's licence or equivalent as recognized by the province of Ontario.
  • Required to travel across the province, including to remote locations, using various modes of transportation.
  • Work outside in varied weather and climate conditions when required in the field.
  • Work in environmentally challenging or physically demanding conditions (e.g., work in confined spaces, climb ladders, standing or walking for a significant period).
  • Carry and maintain assigned OPS assets and use in the prescribed circumstances and manner all prescribed safety materials, equipment, devices, and clothing.

Knowledge:

  • Technical knowledge of the theories, principles and practices of Chemical, Civil or Environmental engineering discipline, with a specialized knowledge of the water and wastewater related fields
  • Knowledge of engineering design and operation of complex wastewater systems and the policies and regulations pertaining to the collection treatment and discharge of municipal sewage, biosolids, stormwater and industrial wastewater.
  • Knowledge of Project Management methodologies (PMBOK)and best practices to manage multiple projects with varying scopes, budgets, and resources to successfully deliver projects within the group business model.
  • Risk management and assessment methodologies to assess and evaluate high-risk and high-impact issues to meet standards and provide recommendations, options, and technical expertise to senior management.
  • Financial concepts to maintain fiscal control over resources and to ensure financial targets are met for the development, design and construction of municipal water and wastewater projects.
  • Federal and provincial legislation and regulations, guidelines and sound best management engineering practices related to the municipal and environmental areas for compliance of water, wastewater and stormwater work/projects with legislations and regulations.
  • Computers and related engineering software to conduct analysis, monitor work progress and prepare reports. Software applications such as word processing, PowerPoint, spreadsheets, and database packages to address data, conduct analysis and prepare reports, briefing materials and presentations.
  • Knowledge of government approval processes, protocols/practices and evaluation techniques to manage the planning, implementation and evaluation of assigned projects.

  • Demonstrated analytical, consultation and problem solving skills including critical thinking
  • Excellent qualitative and quantitative research, planning and evaluating skills.
  • Excellent presentation skills with demonstrated ability to make recommendations for engineering technology to varied audiences including technical staff and elected officials.
  • Ability to prepare proposals, technical documents, reports, presentations and guidelines.
  • Exceptional organizational skills with demonstrated ability to prioritize well and meet strict deadlines.
