Job Description:
Position Purpose Summary:
The position of Program Supervisor is an entry-level management position that assists the Assistant Director in managing front-line day-to-day operations of the Maxwell Meighen Centre.
Accountabilities:
Program Responsibilities:
- To assist the Assistant Director with the day-to-day operation of the Shelter.
- Ensure clients receive proper Customer Service while relating to the Intake Workers.
- Assist the Assistant Director to ensure that the Triage Process is completed promptly and all necessary administration and data entry is correct.
- Support the Intake Staff to ensure Level 1 Clients are provided with resources, support and referrals towards housing stability.
- Read daily logbooks and make necessary follow-ups.
- Review all Incident Reports, make any follow-up & ensure necessary notations as needed. File incident reports monthly.
- Assist the Assistant Director in ensuring the Hostel and Facility complies and meets the standards for Quality Assurance and Accreditation.
- Deal with all client issues & concerns as they are brought forward.
- Ensure complaints from residents, community, or stakeholders via phone, in person or written are documented and forwarded to the Director.
- Make necessary referrals to Case Workers, Chaplains, Harm Reduction Workers, etc.
- Assist the Assistant Director in overseeing Client Programs, ensuring that Clients receive a variety of engaging activities to promote wellness.
Staff/Supervision Responsibilities:
- Supervise and provide day-to-day direction to all staff in accordance with established policies and procedures including Collective Agreement, Employment Standards, and payroll procedures.
- Review Intake timecards and forward to the Hostel Manager for approval of payroll
- Schedule, conduct, and document supervision.
- Conduct PEAC Reviews and Evaluations with assigned Intake Staff.
- Attend and actively participate in all related staff meetings.
- Prepare Intake Worker shift schedules in accordance with current policies and Collective Agreement.
- Assist the Assistant Director in scheduling staff and ensure all shifts are covered.
- Ensure that the Intake Office is supplied with necessary forms, Logbooks, office supplies, and other materials.
- Ensure contact information is up to date for all Intake Workers.
- Monitor and maintain the Intake worker relief pool.
- Assist with the interview process when requested.
- Generate and submit daily, weekly and monthly reports as required.
- Provide backup support to Intake Staff and their functions when required.
Administrative and Other Duties:
- To assist the Assistant Director with the administration of the Hostel, Residential, and Facility.
- To give direction and ensure SMIS entries are completed properly.
- To assist the Assistant Director and the Director with the Human Resources function of the Shelter.
- On Call duties as scheduled
Health and Safety
- To assist the Assistant Director to ensure that all Health and Safety requirements specific to the Hostel are following the Occupational Health and Safety Act.
- Ensure Intake staff are completing Security Rounds as per policy.
- To assist with incident investigations.
- To assist with employee health and safety training.
- To assist, make recommendations and/or correct substandard acts or conditions.
- To assist in commending employee health and safety performance.
- To perform employee safety observations.
Organizational Responsibilities:
- Adhere to standards that are consistent with the values and philosophy of The Salvation Army.
- Participate fully and constructively in staff meetings and in-service training.
- Engage in formal supervision and performance evaluations.
- Read and follow the policy and procedures manual, the Employee Handbook, and the Toronto Shelter Standards, and understand that the Hostel/Residential Supervisor’s position will be required to adhere to all these guidelines in dealing with clients, staff, and the public.
- Become familiar with the job descriptions and task lists for each position that reports to the Hostel/Residential Supervisor.
- Make suggestions to the Management team that will improve efficiency, working conditions, and/or procedures.
- Represent the Organization in a professional manner.

FINANCIAL AND MATERIALS MANAGEMENT:
- Holding and directing donations to the appropriate personnel
- Minor material responsibilities (access to confidential information, responsibility for proper usage of equipment).
- Uses or maintains organization assets in accordance with established guidelines.
- Ensure proper use of, and tracking of various gift cards, vouchers, and tickets as directed by the Leaders and related policies.
- May handle cash and credit card.
- Uses and maintains organization Ministry Unit assets in accordance with established guidelines.
- Does not process any financial transactions and may advise on budget pertaining to the scope of their own job.
- The above responsibilities must be discharged in accordance with The Salvation Army’s Mission Statement, in a professional manner, upholding our code of conduct.
WORKING CONDITIONS:
- This is an eight-month contract position, working 40 hours per week, with the possibility of extension.
- Work is performed in an emergency housing facility, subject to high client levels of stress, and crisis intervention will be required.
- There will be exposure to dirt, bodily fluids, bodily waste; drugs and alcohol, noise, dealing with angry and abusive people, verbal abuse, and odors

- Social Services Worker Diploma or a minimum of 5 years in a work-related field including experience in a residential setting
- Alternative combinations of education and experience may be considered.
Experience and Knowledge Requirements:
- 1 -2 years Supervisory Experience
- Thorough knowledge of Toronto Hostel Standards
- Good interpersonal skills
- Fluent in written and spoken English
- Second language an asset
- Certification in First Aid/CPR, and Non-Violent Crisis Intervention
- Computer Skills
- Criminal Record Check clearance and VSC

- Strong sense of integrity and confidentiality with professional ethics and a balanced sense of fairness and flexibility

Compensation:
The target hiring range for this position is $55,693.49 to $69,616.86 with a maximum of $83,540.23.
