Job Summary
The Senior Advisor – Emergency Management and Continuity Planning provides leadership, coordination, and subject matter expertise in the full range of institutional emergency response plans and programs for The University of British Columbia (“UBC”). This includes supporting and guiding activities across primarily the Vancouver Campus, but also, distributed provincial and other (excluding UBC Okanagan) sites where UBC has operational responsibilities.
Sets the strategic direction in the development, creation, implementation and sustainment of comprehensive province-wide emergency response plans and programs. Working in partnership with academic and administrative leaders, as well as with regional, provincial and post-secondary partners, this position will employ systematic approaches to province-wide emergency programs that are consistent with UBC policies and provincial regulations.
This position provides strategic advice and technical guidance on workable emergency response approaches, facilitating the development of effective emergency plans in coordination with various Administrative Heads of Unit and their subject matter experts. They provide training on, and oversee resourcing of emergency programs, and maintain and review the effectiveness of the programs in place, in accordance with UBC policy, provincial regulation and international standards. The Senior Advisor – Emergency Program Planning guides institutional planning activities to ensure compliance withEmergency Disaster Management Actand other applicable statutes and advises province-wide UBC departments, research centres/institutes, and schools regarding applicable Emergency Management federal, provincial and municipal standards and UBC policies by collaborating on plan and response action development and empowers departments to conform to these criteria.
Organizational Status Reports primarily to the Director of Emergency Management and Continuity Planning, Safety and Risk Services and works closely with Manager of Emergency Management and Continuity Planning to ensure alignment. This position works closely with the UBC community on emergency planning initiatives, including the campus administration, departments, schools and research centres, the University Neighbourhoods Association, as well as health and first response agencies. The position provides leadership and direction to Emergency Management Advisor(s) and/or Emergency Management Associate(s). In addition, this position works closely with other Safety & Risk Services departmental staff. From time to time, this position will engage contract workers, work-study students, and also manage and lead with other campus groups on emergency management and resilience related projects and programs.
Work Performed Emergency Planning
- Evaluates existing emergency planning documentation and conducts enterprise-level gap analyses for Director, Emergency Management & Continuity Planning and university leadership. Recommends short- and long-term priorities for emergency program planning and develops planning methodology for completion of plans. These include recommendations on new planning frameworks for province-wide UBC programs. Ensures plans are based in provincial regulation, international standards and UBC policies, and ensures alignment with existing UBC emergency management programs.
- Designs, develops and pilots new emergency management plans, frameworks and programs through extensive collaborative work with relevant UBC stakeholders and regional response partners to ensure comprehensive response capability for the institution, province wide.
- Leads and facilitates cross-institutional and province wide working groups composed of representatives from departments, research centres/institutes, and schools in the development of institutional emergency response plans ensuring all applicable provincial and municipal regulations and UBC policies are respected. Works with senior leadership to ensure these working groups are appropriately resourced and supported.
- Reviews and makes recommendations to ensure the emergency management planning meets regulatory requirements and international standards.
- Reports on the effectiveness of, and provides advice on, emergency planning and program design to leadership.
- Advocates for and co-leads research initiatives with academics from across the province to advance the knowledge and objectives of UBC Emergency Management, and better the UBC community.
- Researches and develops proposals for capital investment projects and resilience initiatives to advance emergency programs.
- Stays up to date with changes to applicable emergency management legislation and emerging issues/trends in emergency management systems concepts, and analyzes and communicates the impacts to affected UBC groups.
- Partners with emergency management personnel across the province, to ensure that UBC’s emergency management policies and procedures are integrated with, and included in, local response plans and initiatives.
- Formulates reports and presentations for University Leadership as required.
- Works with the Director in advancing the strategic direction-setting and the planning and management of the University’s emergency management and continuity planning programs.
Operations
- Reviews the outcomes after action reports and provides strategic direction to meet recommendations and incorporate lessons learned.
- Represents the department on internal and external committees, working groups, and forums, and partners on communications and stakeholder engagement activities in coordination with the Director and relevant university partners.
- Ensures University Neighbours Agreement commitments are upheld, and planning and response programming is inclusive of neighbourhood communities.
- Participates in SRS 24/7 on-call responsibilities and serves in a critical leadership role within UBC’s Emergency Operations Centre, applying emergency response systems and principles to support coordinated, aligned campus response priorities.
Financial
- Manages assigned program budgets and monitors expenditures to ensure alignment with approved plans, fiscal responsibility, and value-for-money outcomes.
- Identifies operational efficiencies, funding pressures, and resource gaps, and prepares business cases or recommendations for consideration by the Director.
- Tracks progress on funded initiatives and assesses outcomes to inform future planning and investment decisions.
Consequence of Error/Judgement This position is responsible for leading and supporting the design and implementation of emergency programs at the University and ensuring that assigned programs conform to established standards, policies and guidelines. Inadequate emergency management plans and capability could result in serious safety, environmental, financial and reputational impacts or damage to the University community. The failure to comply with federal, provincial and municipal legislation could involve the legal accountability of officers and administrators of the University and damage to the due diligence reputation of the University.
Supervision Received Reports to the Director, Emergency Management and Continuity Planning, is expected to work independently and is required to keep the Director, Emergency Management and Continuity Planning informed of all critical incident in a timely way. Regular meetings with the Director are scheduled to track against strategic plan deliverables. And an annual performance review will be conducted against the set objectives.
Supervision Given This position is responsible for direct supervision, including hiring, performance evaluation, discipline and termination of Emergency Management Advisors and Associates. This position will provide functional supervision to faculty, staff and students to ensure conformance to institutional & regulatory standards, and provides technical direction, training and advice. In emergency situations, provides management and supervision to Emergency Operations Centre members (which includes Heads of Units).
Minimum Qualifications Undergraduate degree in a relevant discipline. Minimum of six years of experience and at least three years in area of specialization and managerial experience or the equivalent combination of education and experience.
Certification and/or extensive training in Emergency Management and a minimum 5 years’ experience delivering comprehensive emergency management programming.
